China has experienced a rapid development of urbanization process since theReform and Opening Up policy, but there are still salient problems such asurbanization lagging behind industrialization, population urbanization lagging behindland urbanization and so on. The crucial reasons for these issues are mainly that alarge number of migrant rural workers who are faced with big problems likeemployment, social security, housing and so on have not truly acquired citizenship orbeen integrated into the cities totally. However, citizenization of migrant ruralworkers is the core content of urbanization. Conforming to their wills andaccelerating their citizenization are not only the need of boosting domestic demandand promoting economic growth at our present stage, but also the inevitable requestof changing the way of development, realizing reforming promotion and newurbanization.Based on the relative theories about migrant rural workers’ citizenization and theanalysis foundation of the concept, I have employed the research method of empiricalanalysis and contrast analysis and tried to carry out a statistical analysis of the currentsituation of the migrant rural workers, their wishes to citizenization and theinfluencing factors according to the questionnaire survey data of600famers in5prefecture-level and6county cities of Henan Province in this paper, and got theconclusion that the migrant rural workers have generally high wishes forcitizenization. Among them, the long-term out-of–home, the higher-educated and thenew-generation migrant rural workers have a stronger willing to citizenization; Theworking hours, the job categories and the monthly income which can reflectemployment situations are the decisive factors of the citizenization of rural workers;Age, marriage and education level which can reflect workers’ individual features arealso important factors to decide the citizenization of rural workers; At the same time,agricultural production also influences the process of citizenization to a certain extent.In view of the problems, I propose these policy recommendations: first, we shouldrespect their wishes and promote the process orderly and purposely; Second, weshould intensify reform to elimination the institutional barriers; Third,we should devote more efforts to developing small and medium-sized cities to citify the migrantworkers locally; Fourth,we should transfer the right of land rental into market andcreate convenient conditions for the citizenization; Fifth, we should strengtheningeducation and training to raise ability;Last, we should develop modern agriculture,promote rational triage of peasant workers and improve the quality of the process ofmigrant workers’ citizenization.There are some innovations in this paper. Taking Henan which is the importantlabor output and big agricultural province in our country for example, I have done adetailed statistic analysis of the different features’ migrant rural workers’ willing tocitizenization based on the questionnaire investigation, interview and the first-handdata and information. What’s more, I employed Random Forest Regression to analyzethe factors which influence the process of the migrant rural workers’ citizenizationand also put forward the relevant policy recommendations. Due to my individualability, energy as well as some shortcomings of the design of my questionnaire, partof the contents in my paper may not be thorough enough and may have certaindeficiency.
