In the process of rapid urbanization, the construction of urban rail transit system has gradually become a consensus to solve the traffic problems in Metropolis. Firstly, this paper analyzed the interaction between urban rail transit networks and urban form of foreign major cities in evolution process, and pointed out the important role of suburban railway in urban rail transit system. Furthermore, it compared our country urban rail transit construction problems, such as started late, high cost, capacity shortage, existing railway idle facilities, etc. In such a reality of existing railway "relative surplus" compared with urban rail transit "relative lack of, how to use the time-spatial economic feature of existing railway to cover the configuration shortage of urban rail transit in time-spatial relationship, and promote development coupled between the existing railway traffic location and metropolitan economic location become the focus of this article.Based on the previous research results and the time-spatial characteristics analysis of transport demand and supply, this paper took the location theory as the theoretical foundation, and made the existing rail traffic location and urban economic location as the study object. It build an analysis framework of the physical space, organization and policy between above both, and explain how to use the existing railway resources to promote rational development of urban form. Finally, it took Beijing as an example. Through analyzing the evolution from time and space perspective, it identified mutually adaptive characteristics between the Beijing existing railway resources and urban form, and studied the suburban railway network planning. According to the problems of system, organization, technology and finance at present, it put forward suggestions for improvement, in order to construct urban rail transit system with reliability, efficient time-spatial conversion and sustainable finance, and safeguard the city’s healthy development of "Two Belts" and "Polycentric" urban form, which were specified in the city master plan.
