Efficacy Evaluation And Research On Land Consolidation Projects From The Perspective Of Ecological Civilization Construction

Under the constraints of high tension between people and land, caused byirrational utilization of land and resources scarcity, land consolidation with rationalreflection and land use correction tools plays an immeasurable part in the realizationof total arable land dynamic balance, the improvement of production conditions andagricultural productivity, and the guarantee of food security.However, becausecurrent objectives of land consolidation project overemphasize the single function ofincreasing the quantity of cultivated land, it ignores the comprehensive efficacy ofpromoting ecological civilization construction, which limits the development of landconsolidation to a higher level. Therefore, under the background of our country’sstrategy of ecological civilization construction, efficacy evaluation and research on itsinnovation patterns of land consolidation project will have important significance boththeoretically and practically.This paper gives a systematic research on its theory and methods by usinggeographic information system technology and quantitative analysis of mathematicaltheory.At the beginning, after giving systematic analysis and making summaries onresearches and practices of land consolidation as well as ecological civilizationconstruction both at home and abroad, the author puts forward the concept of landconsolidation from the perspective of ecological civilization construction and itsefficacy content, combing the theoretical basis of land consolidation. Researchsuggests that land consolidation from the perspective of ecological civilizationconstruction is a higher level of secondary land use, which has a certain effect onpromoting ecological civilization construction.Next, this paper constructs indicator system of efficacy evaluation of landconsolidation project by choosing19indicators from space optimization, economicaland intensive utilization as well as ecological reserves from the perspective ofecological civilization construction. It also takes5of the most typical landconsolidation projects in Guangxi in recent years as examples to make evaluationresearches. The results show that different size and different investment quota of landconsolidation projects can exert certain efficacy score and efficacy level in promotingecological civilization construction, however, this does not mean the larger of theimplement, the higher efficacy the investment project will produce in promotingecological civilization construction. The key is spatial distribution in reasonable land consolidation projects, reasonable size of project implementation as well asreasonable project investment.Lastly, under the guidance of ecological civilization construction, according toland consolidation projects implemented in Guangxi, the author comes up with threeinnovation patterns of land consolidation projects based on ecological civilizationconstruction, and gives a detail account on their core ideas as well as their application,for the purpose of providing new reference for land consolidation projects in thefuture.
