The Exploration Of The Difficulties And Countermeasures On Farmers’Citizenization

The work report of the eighteenth National Congress of the Communist Party of China has mentioned "urbanization" for seven times. Li Keqiang, the premier of the State Council, also pointed out in2012that urbanization is a basic issue in the course of China’s modernization. It’s a great strategy as well as a big event. It’s thus clear that urbanization has already been a general trend. In the course of urbanization, farmers are not only the subject of rights, but also the main body of market. The citizenization of farmers can promote the process of urbanization effectively. This article is expecting to explore the plight of the farmers and the causes of it in the process of citizenization in order to come up with strategies and institutional recommendations.The main parts of this article are as follows:Introduction:it is to clarify the purpose and significance of the selected topic, comb the current research literature about urbanization and rural economic subject in and out, state the research significance of this article, and summarize the research methods and ideas of this article.Part one:An overview of Chinese farmers’ citizenization and the interaction between it and urbanization. There are three sections in this part. Section one explains the important components of farmers’citizenization, including its objects, the relevant legal systems and infrastructure construction. Section two describes the current situation of farmers’citizenization. Its concrete manifestations are fast speed, low level of employment, lack of social security, and the emergence of the phenomenon of semi-citizenization. Section three explores the interaction between citizenization and urbanization. The two promote each other and complement each other.Part two:The obstacles facing in the process of citizenization. This part discusses the difficulties people need to face the this process, such as the lag in farmers’ thought, low levels of employment and income, bad dwelling environment, social bias and so on. All these lead to farmers’ rights protection cannot be obtained after they enter the city. Meanwhile, it is also difficult for them to obtain psychological identity. And these all are obstacles in the process of citizenization.Part three:The important causes of the obstacles facing in the process of citizenization. This part will be divided into three sections and it’s an important part of the article. The first section will start from the perspective of system aspect and discuss the key systems leading to the obstacles, including land system, the household registration system, social security system, and employment system. The second one will explore from the perspective of ideological level. Why the progress goes so slow, one of the important factors are the difficulties of the farmers to change their traditional ideology, their low awareness of rights and the urgent need to improve their quality. The third section is the social environment analysis. It discusses the community’s lack of awareness of the citizenization, the bias against farmers, and the difficulties that farmers face in adapting themselves better to the urban way of the interpersonal communication.Part four:The countermeasures and suggestions in promoting farmers’ citizenization. This is also an important part of this article. All these specific countermeasures and suggestions are made after examining the cause of obstacles. The main countermeasures are including perfecting the land system, household system and social security system, enhancing the ideological understanding of farmers and guiding them to learn vocational skills and improve their own quality. Besides, we should also optimize the employment environment and eliminate the bias against farmers to make farmers truly adjust to the city life and to be the real main body of city.This article is taking the process of urbanization of our country as the breakthrough point, mainly discusses the connotation of urbanization of farmer and explores the problems existing in the urbanization process and its causes, hoping to provide advice to a smooth progress of farmers’citizenization. But due to capacity constraints, many discussions only remain in the level of theoretical analysis. Factors affecting farmers’citizenization in the process of urbanization need to be further discussed. And the proposed suggestions are lack of adequate feasibility analysis.
