Energy conservation and emission reduction is animportant task in the construction of ecological civilization, so the central governmentattaches great importance highly. The local government as the actuator of the central policy,playing a vital role in the work of energy conservation and emission reduction. To say, onthe background of constructing "Beautiful China" and strengthening the protection ofecological environment, the local governments at all levels whether promote the work ofenergy conservation and emission reduction effectively, finally complete the targets ofenergy conservation and emission reduction, has become a difficult problem in front of thelocal governments at all levels of our country.From the perspective of the actual situation, the local governments play a dual role inthe work of energy conservation and emission reduction.
