Land is a non-renewable resource. Most colleges and universities located in area of highcommercial value in China, so the rational development of real estate surroundinguniversities will promote economic development of the surrounding area, increase revenue ofcolleges and universities, make a more convenient place for staff and students and upgradethe level of education. However, due to the high debt which is cause by expansion ofuniversity enrollment in recent years, the shortage of funds has become the bottleneckrestricting for its development. This paper is studied on the basis of BOT project financingtheory and risk management theory, from the risk management in developing real statesurrounding colleges and universities as research angle, combined with the practice of a BOTproject, to work out the risk management problems of real state surrounding colleges anduniversities which developed in BOT mode.In this paper, it is analyzed the current research and reviewed relevant theories, toanalyze the causes, characteristics and identification methods of risks in developing the realstate surrounding universities. It is compared the commonly used risk assessment methods,selected various risk factors in developing real state with evaluating indexes, and devidedscientific classification, to establish a risk assessment system for the real estate surroundinguniversity which developed under the BOT mode. Then it is built an evaluation model of riskmanagement, determined the risk factor set and weight set with AHP, then amend secondly,established the fuzzy evaluation matrix and outcome treatment.Finally, took the developmentof real state under BOT mode surrounding T University in Xi’an as an example, it isestablished the fuzzy comprehensive evaluation of risk faced on T University as a the owner of those real estate, then analyzed the risk management problems.Through the realistic evaluation results, it is proved the feasibility and applicability offuzzy comprehensive evaluation model in the actual project. Then it is summarized theenlightenment of real estate development risk management under the BOT modelsurrounding universities, to ensure the smooth development of the real estate surroundinguniversities in China.
