Research On Tianjin Public Rental Housing Policy And Countermeasures

Housing issues relate to beneficial to the people’s livelihood, and the harmonyand stability of society. Public rental housing is proposed based on the existing lowrent housing, economic applicable housing, for the urban population, the "sandwichclass" and other low-income group with the stage of housing security. Public rentalhousing makes up for lack of low rent housing, economic applicable housing, usesthe video simultaneously way. at the present stage in China, public rental housingtheory is not mature, the lack of corresponding theoretical guidance. As China’seconomic center, Tianjin public rental housing construction has importantsignificance for solving the problem of college graduates, the introduction of talent,city workers staff housing. This study analyzes the content, Tianjin city public rentalhousing policy situation, the existence question and the reason, trying to find theTianjin city public rental housing problems need to be solved and the path ofdevelopment, hope to the positive impact on the development of Tianjin city publicrental housing.The research contents of this paper can be divided into three parts as follows:firstly, define the concept of public rental housing, public rental housing policy, pointout the function of public rental housing. Secondly, based on analyzing currentsituation of the development of public rental housing in Tianjin city, combed thepublic rental housing policy in Tianjin. To raise funds from the land, housing, publicrental housing, system defects, the implementation of policies such as perspective,in-depth analysis of the cause of the problems and reasons. Finally, based on adetailed analysis of foreign experience and Inspiration of the construction ofaffordable housing, public rental housing policy, put forward suggestions to Tianjin,and Lang garden as an example to analyze.The research methods used in this paper include literature review method,logical analysis method and empirical analysis method. Literature review method ismainly used to sort out the policy, public rental housing regulations, documents andsummary. Comparative analysis method is mainly used to comparative analysis thepolicy in Tianjin, Beijing, Shanghai, and Chongqing. Take Lang garden as anexample to analyze.Through research and analysis, the public rental housing policy in Tianjin isdivided into4parts: raising funds, raising money, rent standards, supply and application conditions. Pointed out the existence of public rental housing policyTianjin city funds, housing, land and other difficult to raise, the public rental housingsystem itself has some defects, problems of public rental housing policyimplementation is not in place. Not enough financial support, the allocation of socialresources unfair obviously land and funding issues as the focus of local governmentinterests of the game are the root causes for funds, housing, land and other difficultto raise. The public rental housing system in Tianjin exist defects, including "make itrigidly uniform, the exit mechanism imperfect. At the same time, points out thereasons of causing the policy implementation not in place, which include policyadvocacy not in place, lax management, project location relatively biased, supportingimperfect. Based on the study of foreign indemnificatory housing constructionexperience and enlightenment, put forward to perfect the policy of public rentalhousing in Tianjin city:(1) establishing the public rental housing policy as the mainbody status in the housing security system.(2) The government plays a leading role,and actively expands the financing of public rental housing financing channels.(3)Optimizing the design of the system, to ensure the smooth operation of the system ofpublic rental housing.(4) The establishment of the management of professionalbodies gives full play to the supervisory role of the public.
