With the development of economy and the progress of technology, energy consumptionhas become a measure of a country’s economic sustainable development, the importantproblem can continue to improve people’s living standard, be up to the strategic height, hascaused political leaders and scientific economic circle focus on.30years since reform andopening up, China’s economic development has made remarkable achievements, but in theprocess of economic development，a large amount of energy was consumed. In the long run,China’s economic development will be inevitably restricted by energy resources, and largequantities of energy consumption will also cause great environmental pollution, frequentnational haze weather is a clear manifestation of the environmental pollution recent. How toimprove energy utilization efficiency, saving energy and reducing consumption; How torealize low energy yield, achieve the circular economy and green environmental protection, isan effective way to solve this problem, is also a centuries, in the contemporary benefits, andthe key to contribute to the development of the entire human race.As a big energy province of Xinjiang, the energy consumption of per unit GDP is on thedecline in general in recent years, but the energy consumption of per unit GDP is still high.Xinjiang overall energy efficiency is low, the energy saving situation is extremely serious.The12th five-year plan of Xinjiang put further forward the requirement of saving energy andreducing consumption in construction of a conservation-minded society, to strengthen theenergy conservation and emission reduction target responsibility evaluation, for the newprojects, to energy-saving evaluation analysis, to strictly carry out the country’s energyconsumption and environmental protection standard, to guard a pass from the foundation andsource, as for the energy consumption of enterprises, to increase the control environmentalpollution, improve the technical content, make energy consumption beyond industry standardsdown.Therefore, it is an important subject that Xinjiang and even the national faces toimplement economy sustained and healthy development.Our country is facing new opportunities and challenges, the system of the theory is notyet mature, this research can enrich the energy efficiency and energy saving potential theoryof Xinjiang and national, especially about Xinjiang energy efficiency and energy savingpotential evaluation index system. On the basis of the study of the existing literature,thispaper makes a comprehensive review on the contents and viewpoints of related research, then uses ridge regression to analyse the output elasticity, the elasticity of substitutionand therelative technical progress of Xinjiang energy inputs factor on the basis of translog productionfunction model, makes qualitative and quantitative analysis on the energy efficiency ofenergy-intensive industries and the state in Xinjiang and energy saving potential,then makescomments about the energy efficiency and energy saving potential in Xinjiang on the basis ofanalysis results, at last this paper puts forward the optimization adjustmentsuggestion．Through the research, we hope that it can provide certain scientific basis formaking energy policy and promoting sustainable development in Xinjiang.
