Since reform and opening-up in1980s, with the deepening of economic reform andThe improvement of rural labor productivity, A large number of surplus labor in ruralareas began to transfer to the town. Migrant workers came into being in the context ofthe above-mentioned conditions. From the professional point of view, they have beencompletely out of or away from traditional agricultural productio n,engaged insecondary and tertiary industries in the city and they were non-agricultural employment;From the social composition, their hukou remain in rural areas, are still farmers. Inparticular, the central government will actively promote the urbanization of migrantworkers as one of the priorities of the―Twelve-Five period‖(2011to2015). With thedevelopment of the times, the second generation peasant-workers has become the mainsocial groups. According to the National Bureau of Statistics data in2011, the totalnumber of migrant workers is24,223million, of which the new generation of migrantworkers accounted for about61.6%, close to150000000people. However, due to theirquality, social system etc,a variety of factors restriction makes the new generation ofmigrant workers urbanization process difficult. Only measuring the level of the newgeneration of migrant workers urbanization accurately, finding barriers of the newgeneration of migrant workers urbanization, people will be able to solve the issues ofthe new generation of migrant workers urbanization and promote the harmoniousdevelopment of society and economy, accelerate the realization of Chinese socialistmodernization and the great rejuvenation of the Chinese nation. Based on this, the paperviews migrant workers urbanization as a starting point, from the new generation ofmigrant workers cost income perspective to analyze urbanization problem of the newgeneration of migrant workers and put forward corresponding countermeasures.In this paper, the writer select the necessary information and elements to graspChina’s basic national conditions and labor transfer process of historical change from reviewing the theories of development economics regarding the transfer of the ruralsurplus labor and the literature labor transfer. On the other hand, pay a attention toanalysis of the relevant characteristics of the second generation peasant-workers andreveal conclusions of urbanization of the new generation of migrant people throughstatistical data related to the empirical analysis of the new generation and combiningtheoretical and empirical analysis.This article make theoretical analysis of how the relevant economic variablesfactors affect the behavior decisions of urbanization of the new generation of migrantworkers through the establishment of mathematical economic models. At the sametime,this paper breaks the fact that current barriers study of urbanization of the newgeneration of migrant workers was limited to social group level or micro-level studies,and study the urbanization of the new generation of migrant workers combining theurbanization, industrialization and economic development of our country stage frommacro-level. from the perspective of the theory and experience,the author analyses thenew generation of migrant workers urbanization obstacles combining empirical analysisand normative analysis and make a breakthrough by incorporating it into the process ofindustrialization in China. from the micro, macro, social, three aspects to put forwardmore scientific and reasonable solutions to the citizenization of the second generationpeasant-workers.
