With the fierce competition in the domestic market, human resource management isplaying a critical role on strategic and business development as well as product advantage,government policy and technology. Meanwhile, an increasing number of enterprisestransfer their manufacturing centers from tier one cities to tier two cities and tier threecities since the industrial construction is changing and cost of human capital in the tierone cities is increasing gradually. Thus, WP Company decided to build a factory as thethird manufacturing center in Qinhuangdao to adapt the development of domestic newenergy market. It is a key issue to launch and extend the recruiting channels in order torecruit the competitive employees who can suitable the target of the companydevelopment in Qinhuangdao, a tier three city in China.In order to solve this issue, this article in-depth analyzes the process of recruitingchannel design and deployment under human resource system. First of all, this articleanalyzes manpower demand from the respect of “Quantity”&”Quality” through using themanner of Long Term Industrial Plan and Job Code, as well as summarize local humanresource status, which forms a solid foundation for recruitment. Secondly, beginning fromintroducing recruitment channel, the article deeply analyzes five recruitment channels,Network Channel, Headhunter, Campus Hire, Internal Referral and Outsourcing. By using6sigma methodology tools, data analyzing and statistics, this article introducesapplication effects on various of recruitment channels, for example, headhunter’sperformance is much better than other channels when searching senior level positions.Finally, based on analysis above, we come to a conclusion that a recruiting channel matrixis critical to success.The analysis is based on WP Company new factory recruiting case, and the outcomeof this article is meaningful for other new plants building in tier2or tier3cities. Ofcourse, due to limitation of WP Company case and article space, not all of the issues havebeen carried out in detail, such as disadvantage analysis.
