The Study Of Issues And Countermeasures Of The Development Of Harbin Industrial Estate

Following the implementation of economic reforming in our country, theestablishment and development of industrial estate have created favorableconditions for active propulsion of urban modernization, scientific configurationof land resources, rational modification of economic distribution, effectiveimprovement of investment environment, accurate guidance of industrialagglomeration. During the period of11th five-year plan, a gross output of112.5billion has been reached through the rapid development of Harbin industrialestate in2010, among which106billion is from large-scale estates abovedesigned size, as44%of the total amount of large-scale enterprises. Thus,obviously, industrial estate has contributed more and more to the propulsion andsupport of industrial economic development. According to the statistics, all57industrial estates of Harbin spread over the8Districts and10Counties, andamong them,26are re-assured to be prioritized after the determination ofrelevant departments of Harbin in the second half of2010. While certain effectsof the development of industrial estate have been achieved, when compared withdeveloped area, involving Shanghai, Suzhou, etc. Harbin is still confrontingnumerous issues in the management system, development mechanism, etc.Focusing on the process of the development of Harbin industrial estate, thispaper is developed on the foundation of the investigation of the developmentmethod and mode. With consideration of the geographical features, resources,industrial development of Harbin, this paper has comprehensively analyzed thedevelopmental background, conditions, fundamental situation and operationsystem of Harbin industrial estate, through combining together theoreticalanalysis and empirical research, micro analysis and macro analysis. Therefore,the backwardness and its origin, along with the opportunities and challenges ofHarbin industrial development, have been profoundly studied in this paper, andalso the countermeasure and proposal for the acceleration of the development ofHarbin industrial estate.Through the profound analysis, the major issues of the development ofHarbin industrial estate are located as the disparate development, obscure development strategy, obstructive operation system and the imperfect supportingsystem. For these problems, a further standardization and reinforcement of theadministration of industrial estate should be managed by Harbin municipal.Finally, breakthrough points of creating external conditions, maintainingsupporting system and rationalizing the administration system, would enable anideal development environment, and a following impelled sustainabledevelopment of Harbin industrial estate.
