| Green industrial development is the inevitable choice to enhancing the overall competitiveness of the green industry and realizing the modernization of industry and the sustainable development of industrial economy in China. However, the current detection system of industrial economy in our country pays too much attention to speed and efficiency, and the problem of resources and environment brought by industrial economic growth has not been attached enough importance to. Although the academics have done a lot of researches to green development, the green development of industry has been rarely explored. Based on this, this paper evaluates the green industrial development level of the 30 provinces and cities in ten years from 2003 to 2012 in our country, and analyses the influencing factors of green industrial development.This paper firstly does a literature review of theory research and empirical study related to green industrial development. Secondly, this paper defines the concept of green industrial development and the analysis its theoretical basis, meanwhile does theoretical analyses on the factors that impact industrial green development factors, which can support the after empirical analysis theoretically. Thirdly, this paper constructs a green industrial development index evaluation model, using 30 provinces and cities in China as the research object, measures national industrial green development index from 2003-2012 by means of entropy weight-TOPSIS model, and uses the comparative analysis to fully analyses differences of green development of 30 provinces and cities of our country, drawing following conclusions:(1) overall, the green development index of China's industrial in 2003-2012 rises year by year, but the overall is still low, and there are obvious differences among the provinces, which are expanding. (2) As for the eastern, middle and western areas, their green development level have also been greatly improved, but the class difference of the three areas is significant, and the difference is diverging. (3) As for the inside of eastern, middle and western areas, there is also a big difference between various provinces and cities. The eastern region difference degree is higher than that of the central and western regions, and the internal differences of eastern area is still expanding, the difference in central and western region has the tendency to narrow. Then, put forward eight hypotheses to be tested of factors that impact industrial green development, using the influence factors of the Tobit model to do empirical analysis on industrial green development, and draws the conclusion:The local economic development level has a not-significantly positive influence on industrial green development, the proportion that industrial added value accounted for of regional GDP has significant negative impact on industrial green development. The proportion that heavy industry output value accounted for of total industrial output value has not significantly negative effects on industrial green development. The enterprise effective invention patent number, high-tech industry output value accounted for the proportion of total industrial output value, the proportion environmental pollution control investment accounted for GDP, the proportion industrial pollution control investment accounted for industrial added value of five indexes of industry of green development has significant positive impact.Finally, this paper proposed policy recommendations to promote green development of China's industry, from compacting green technology, laying technical basis of industrial green development, optimizing the internal structure of industry to realize green transformation of industry based on industry, constructing economic incentive system to provide the policy support for green industrial development, strengthening the construction of environmental legal system to provide legal guarantee for the industrial green development, and building green economic atmosphere to provide a good environment for green industrial development. |
