Research On Intellectual Property System Operating In Fujian

Although China initially established the intellectual property system, but viewedfrom a practical implementation of the results and social repercussions, theimplementation of the intellectual property system does not fully stimulate theintellectual innovation, and promoting economic growth. Currently, research on theintellectual property system still remain at the theoretical level, not much quantitativeresearch on the quantification of the intellectual property system in Fujian Provinceless. This paper takes a combination of methods involved of normative research andempirical analysis, to combine the related research results and the actual operation ofthe IP system in Fujian, then constructed an objective and scientific index system forregional intellectual property system to evaluate the operating performance，andintroduced the cointegration， Granger causality analysis and entropy to thequantitative evaluation of intellectual property rights，so that results of the evaluationare more objective.The performance indicator system which we build is divided into three layers，the first layer indicators are the activities of IPR creation, application activities,intellectual property and intellectual property management and protection activities;the second layer indicators is divided into, factor inputs, successful acquisition,successfully transformed into, market transactions, administration and protection,judicial protection; the third layer indicators are subdivided into27more specificindicators. Intellectual property system operats mainly in intellectual property creation,use, management and protection activities in these processes, because these activitiesreflect which the intellectual property system provides，legal protection, resourceallocation, encouraging innovation and market coordination of the four mainfunctions. The index system combines the intellectual property system during theoperation of IPR creation, management and protection activities, indicators, reflectingthe features of the intellectual property system, a more comprehensive and scientificresponse to the actual operation of the IP system in Fujian Province situation.Based on the interaction analysis of the intellectual property system in FujianProvince and research on the operation mechanism of technological innovation and economic growth, there are still some shortcomings of the commercialization ofresearch findings in Fujian Province,, to improve the conversion rate of technologicalinnovation is the current urgent solution problem. Through the research on intellectualproperty system operating performance evaluation in Fujian， we found variousproblems during the operation of the IP system，and put forward correspondingcountermeasures and suggestions. To improve the operating performance of the IPsystem in Fujian Province,we have five countermeasures and suggestions, namely:improving innovation incentives, vigorously promote the industrialization ofintellectual property rights, strengthening of intellectual property management andprotection, and improve intellectual property rights trading market and thestrengthening of IPR awareness According to the conclusions of our study，finally，we look forward to the developing direction of this field in future.
