Enterprise competition is essentially the talent competition. Corporate human resourcesapproach added value relying on training, while an improved scientific training system is theeffective way to achieve the efficient functioning of training. As a subsidiary of ChinaNational Petroleum Corporation, X Oilfield Company is an important state-owned oilcompany, shouldering the crucial task of providing public services and realizing publicresponsibility. Taking X Oilfield Company as the research object, this paper aims at achievingthe optimal design of its training system in order to promote the human resourcesdevelopment of state-owned oil companies through analyzing the status of its training system,exploring the problems, the causes and the optimizing countermeasures.The thesis employs documentary research methods, surveys and empirical researchmethods, data analysis methods and system analysis methods, while following the scientificresearch thoughts of discovering problems, analyzing problems and solving problems. Thethesis reviews the existing theoretical research results and practical exploration at home andabroad concerning training system. Based on the data collected by questionnaires andinterviews and the concerning training materials, the paper makes a scientific evaluation ofthe existing training system of X Oilfield Company by employing the analytic hierarchyprocess and fuzzy comprehensive evaluation methods, pointing out the problems includingthe simple training objectives, the backward training institutions, the inadequate trainingresource utilization and the inefficient training operation. The causes involve the traditionalconcept deviation, the lack of scientific and execution of the training system, and theinadequate construction of training software. Eventually, under the guideline of the principleof the efficient training system construction, on basis of the development goals and the actualsituation of the X Oilfield Company of CNPC, the paper figures out the specific optimizationcountermeasures in respects of perfecting training target system, establishing traininginstitutional system, enriching training resource system and forging scientific trainingoperation system, through integrating the latest training system research results and drawingthe successful experience of the training system construction of domestic and foreign enterprises. Furthermore, the paper summarizes the inspiration for the training systemconstruction of other China’s state-owned enterprises, containing updating training idea,erecting corporate strategy-oriented training system, incorporating career planning, improvingtraining methods, strengthening the training evaluation, reinforcing training incentives andenhancing corporate culture atmosphere.The thesis which employs novel evaluation and analysis methods and takes advantage ofthe systematic analysis and optimization design of enterprise training system is of referencevalue for the training system construction of large state-owned enterprises.
