More and more cities in China are starting to explore the positioning andconstruction standard of urban complex (HOPSCA) in recent years. In order to satisfypeople’s economic needs, cities are expected to be established as an efficient, dynamic,mutually benefited comprehensive urban space. However, so far, R&D of urbancomplex (HOPSCA) is still immature and incomplete in China, which already leads tomany phenomena that are more emphasized on planning than designing, on partialthinking than integral thinking, on business doing than environment protecting, onmanpower than nature, and on economic efficiency than social benefits, etc. Theseconditions are more likely to make huge amount of economical and social resourceswasted due to idle real-estate, bad integrated landscape, light business atmosphere andlow ROI (Return on Investment) because they are definitely have negative impact onprospective goals.In this paper, the research and development trend of domestic and internationalHOSPSCA project are well analyzed via decompounding relationship between projectplanning and leasing, project planning and designing, and other concrete works andrequirements of project construction and operation. Furthermore, this paper hasexposition of comprehensive evaluating index system and model of HOPSCA. The lastbut not the least, the feasibility and rationality of index system are also verified byproject ZIWEI SHANGCENG in realitThe research of this paper can be seen as a reference for other HOPSCAdevelopment. In addition, by using index evaluation system, HOSPCA projects aremore likely to get objective evaluations with suggestions for improvement and optimization, which are more likely to reduce investment cost and risk, as well as createmore economical and social benefits.
