With the deepening of market economy and development of economic system reform of our country,the competition among enterprises becomes fiercer and fiercer.The competition in talents is the key point of competition among the enterprises.The most important task faced by an enterprise in the human resources management is to attract talents and keep talents.As an effective human resourcesmanagement tool, more and more enterprises start to implement the enterpriseannuity system. the enterprise annuity not only improves the welfare treatmentfor the staff, but also solves or relieves many difficulties, such as long-termservice, planning of occupational career, long-term incentive system, losses ofkey talents faced by the enterprise during its development, which indeedenhances the attraction of the enterprise and cohesion of the staff.Based on reading a lot of documents and questionnaire survey, throughanalysis of the related theories, this paper initially put forward the necessity ofenterprise annuity plan, and proves its incentive effect from principle. At thesame time, in the process of understanding of the enterprise annuity system bothin domestic and abroad, sum up the current problems of the enterprise annuitysystem in China. Providing the theory basis for the design of the enterpriseannuity plan for research institute A. Secondly, analyzes the necessity andfeasibility of establishing enterprise annuity plan for institute A, throughquestionnaire design and interviews, as well as SPSS statistical software. Thirdly, combining with development goals and the present situation of human resourcesin research institute A, formulates a scientific and reasonable enterprise annuityscheme for the institute from the point of view of motivation. Finally, putsforward suggestions on the implementing of the scheme and evaluation on theanticipated results.The innovation part of this paper is that the payment standard of enterpriseannuity is from the perspective of incentives, to set different payment coefficientsaccording to the service length, position, title, performance and other factors ofthe staffs, and to add one-time enterprise annuity rewarding standard for the staff.Meantime, the article gives one-time enterprise annuity subsidy for the retiredstaff and the staff about to retire, aims to make the enterprise annuity to bereasonable, fair and efficient, and thus promote the positive effects on humanresources management and pension security.
