Empirical Research On Farmland Resource Protection Mechanism Of China

Farmland resources is a basic element to agricultural production, witch provide foods and other means of production for human beings’ survival and development. It is irreplaceable and non renewable. Besides, farmland resources also has ecological functions, as protecting environment and cleaning air, and social functions such as protecting national food security, providing works and good lives to people. The decrease of farmland resources may reduce the value of its subsidiary economic function, ecological function and social function. The countries in the word have been taking actions to protect their farmland resources during the process of economic development. All of them take farmland resources protection as a significant issue witch has relation to economic development, social stability and ecological balance. In essence, farmland resources protection is a problem about how to allocate land resources. We need an efficient and sustainable way to use all of the land and to ensure that the benefit of operating farmland is not far away from other industries. Therefore, it is significant to study the efficiency of the farmland resource protection mechanism and find the existing problems. China now is in a rapid growth stage of urbanization and economy transitional period. Mount of farmland has been transferred to non agricultural land for development. The pressure of farmland resources protection is enormous. It must be a long term work to protect our farmland that we should pay attention to it and make out efforts.Firstly,we learned the progress of research on farmland resource protection mechanism of the scholars at home and abroad and the status of the farmland resources protection in China to find the lack of theory and practice, such as inadequate protection, lack practice of policy, witch caused farmland destroy, soil pollution and waste of land recourses. Secondly, we discuss the commonly used methods in this field, like Cobb-Douglas production function method(C-D), Contingent Value Method(CVM), Pressure-State-Response(PSR) framework and Data Envelopment Analysis(DEA). We find the DEA model may remove people’s subjective factors and simplify process. And this method would be applied to our object of study. So we choose Data Envelopment Analysis as the method to study farmland resource protection mechanism. Specifically, it is the output oriented BCC model with variable returns scale. We use the data of 25 provinces as the cross-sectional data and the date of china from 1993 to 2012 as the time-series data to analysis the efficiency of farmland resource protection mechanism in different provinces and time. Then, the spearman correlation analysis helps us to know further about the relationship between farmland resource protection mechanism and market economy development. And we know that they have a positive correlation. The more market economy develops, the more efficient the farmland resource protection mechanism will work. Market mechanism is helpful to protect farmland. Finally, we have some suggestions to improve the farmland resource protection mechanism: setting farmland resource protection goals to unify the fairness and benefit, establishing market mechanism of farmland resource protection and making the market to play a basic role in land recourses allocation, perfecting the macroeconomic regulation and control system of farmland resource protection, standardizing government behavior in land expropriation, developing modern agriculture and appropriate scale of agricultural operation, and strengthening the construction of rural social security.
