Since the beginning of 21 st Century, with the continuous improvement of the market economy and electric power sale shift from a seller’s market to a buyer’s market,the electric power industry disadvantages of monopoly management mode and low efficiency has increasingly become the focus of mass criticism. The voice of reform,such as establish "open market, introduce competition, improve service, improve efficiency, and ultimately to establish the modern enterprise system", is more and more high. Any electric power enterprise can not ignore the change of the inevitable situation. In the general trend, the path of establishing modern enterprise system has the talent level, technology level and management level. Talent is the most active and critical factor, is the foundation of all the activities of enterprises, to a certain extent determines the enterprise’s long-term healthy development. Research to establish a scientific, reasonable, efficient human resources management system, not only can stimulate staff initiative, improve production efficiency, increase the economic efficiency of enterprises, but also can help enterprises reserve talent, enhance the core competitiveness of enterprises, to seize the commanding point in future market.Performance management is an important part of enterprise human resources management, a series of measures through the formulation of objectives, process monitoring, communication improvement, material incentives, will be the target of the development strategy of the enterprise and staff personal development goals organically, and strive to create a good atmosphere of mutual promotion, hand in hand into the growth of enterprises, effectively promote the health, a stable, harmonious,sustainable development.Taking HX power supply company as the research object, according to the general idea of revealing problems, analyzing the reason, proposed measures, first of all to study human resource performance management status of HX power supply enterprise;secondly, the analysis of the existing human resources performance management ofpower supply enterprise HX problems, such as the concept of performance management, performance management system, lack of loopholes, internal communication is not smooth, low quality of the staff and so on; finally, aiming at the existing problems of power supply enterprise HX, respectively in the principles of performance management, index system, process management, incentive methods,security measures, put forward the feasible optimal solutions. The optimization scheme greatly improves the performance management of HX power supply enterprise operation and effectiveness, at the same time to provide reference for the similar industry, such as railway, petroleum, telecommunications, tobacco and so on.
