The hazard is the root of the highway construction accident. So the construction of the hazard identification and risk evaluation system is of great significance to prevent highway construction accident and reduce losses.The main research contents in this paper are depicted as follows. Firstly, the research of hazard identification and risk evaluation both here and abroad are reviewed.Then, related theories of hazard identification and assessment, risk evaluation are overviewed. The hazard of highway construction is defined. The paper analyzes the elements and system structure of hazard is analyzed. The accident Causation Mechanism of hazard is depicted. The connotation and function of hazard risk assessment are expounded.In addition, the genetic mechanism in the hazard of highway is studied. The characteristics of highway construction characteristics and hazard are analyzed. The Causation Mechanism of hazard in super highway construction process is put forward on the basis of accident Causation Mechanism. A risk evaluation method of hazard in highway construction based on the LEC method is given.Lastly, a case study is given. Procedure and principles of hazard identification are put forward. And then taking XFLJ-13 contract section in Xing Fen freeway as an example, we study the hazard identification problem based on WBS and accident causation mechanism, and 48 types of risk factors are identified. The hazard risk evaluation and countermeasure analysis in this section are given in this paper too.The main conclusions are described as follows. There are 48 types of risk factors existed in this section. For the identified 3 type of extreme danger and 8 types of high risk should be drew more attention. It is need carry out normalized management for the identified 8 type of Major Hazard and 15 key activities/processes/parts.The presented system of hazard identification and risk assessment has made an obvious effect in the project application, so has a good application value.
