Research On Green Economic Development Capacity Evaluation Of Fujian Province

With the progress of China’s industrialization process, regional green economic development has attracted extensive attention of government and academy from home and abroad. As a new emerging concept, green economy has a close meaning to, but different from sustainable economy, low-carbon economy and circular economy in connotation. Research and evaluation on green economic development is beneficial to guide the regional economy in pattern transition, increasing productivity, enhancing environmental protection and promoting energy-saving and emission-reduction. Currently, the Fujian Provincial Government attaches great importance to the development of green economy, which creating a good and historical opportunity for the development of green economy. This paper aims to construct the index system and models to conduct a scientific and reasonable evaluation on green economic development capacity of Fujian Province, wishing to be well referred to other provinces and regions.First, this paper demonstrates the theoretical and realistic significance of the green economic development capacity of Fujian province. By analyzing relevant research home and abroad, this paper points out the advantages and disadvantages of current ongoing research. This paper also introduces related concepts of the green economy, including the definition, the characters and substance of the green economy, the similarities and differences of green economy, circular economy and low-carbon economy, together with the Green Economics. Moreover, the concept, meaning and implementing process of two algorithms used in this paper are introduced. The establishing of models and the implementation of previous research have laid a good foundation for the analyzing and evaluation of the green economic development capacity.Second, this paper adds the element of energy sources to the classical C-D function, creating an extensive C-D function model based on energy sources. By measuring the contribution extension of energy to GDP, this paper demonstrates the importance of energy to Fujian’s economy, and explains the necessity of transition from traditional economic development mode at the cost of high energy consumption to green economic development mode with high efficiency, Environmental protection, energy-saving and emission-reduction. Therefore, the green economic development capacity evaluation system based on Factor Analysis Method is established. Through the adjustment of indexes in each level and figuring out scores of each factor, then finding out and evaluating the critical influential factors.Finally, taking Fujian Province as the research object, empirical analysis is implemented by using extensive C-D function to calculate the contributing degree of energy sources to Fujian’s GDP, resulting the conclusion that energy sources has a significant impact on Fujian’s economic development. Fujian should accelerate the transition from traditional economic development mode to green economic development mode, making its GDP to be increased without the cost increase of energy consumption. Therefore, this paper establishes Fujian province green economic development capacity evaluation model based on factor-analyzing method, and finds out critical factors that restricting Fujian’s green economic development; then figures out their scores to find out main influencing elements of Fujian’s green economic development, and gives corresponding policy suggestions on the basis of Fujian’s actual situation.
