Study On The Application Of ISO9001 Quality Management System In Marine Management

As an important administrative law enforcement power of national maritime affairsmanagement，MSA（Maritime Safety Administration）aim to create safe and efficient navigationenvironment, promote the long-term development of Maritime economic security of arduousmission. Its basic task is to manage a variety of administrative affairs and maritime things.Rising along with the social change, directly under the maritime management institutions arefaced with the problem more and more, more and more complex. How to better regulate controlitself a series of activities, complete the task, to promote coordinated development of Marineeconomy as a whole, is one of the major subjects to be solved.This article attempts to solve the problems we are facing through introducing the maritimeadministration directly under the ISO9001quality management system. The article is dividedinto six parts. The first chapter mainly introduces the research background of selected topic,theoretical significance and practical significance, the research status at home and abroad and themain research method. The second chapter mainly introduces the maritime management theoryand ISO9000quality management system basic theory, mainly including the maritimeadministration directly under basic theory, new public management theory, the maincharacteristics of overview, ISO9001quality management system standards. The third chapterimprove the work efficiency is analyzed directly under the necessity of maritime affairsmanagement institutions set up quality management system by improving the quality ofsupervision and service, promoting the functional transformation, from the service idea,implementation procedures, operation mode and management mode analysis of the maritimeadministration directly under based the feasibility of the quality management system. The fourthchapter presents the basic situation of Cangzhou maritime safety administration, the integratedmanagement system construction process into quality management system, implementing effect,the experiences and lessons, etc., for the maritime administration directly under introduction ofquality management system to provide samples for analysis. In the Fifth chapter, through to theUK, Japan, Malaysia and other countries public administration quality management system tointroduce the analysis of the situation, we can conclud that the time is worth to learn from themanagement.
