The Project Manager Competency And Owner Of The Trust Level Study On The Relationship Between: From The Public Engineering Data

With the rapid development of economy, the construction industry has shown a sustained rapid development trend,which a large proportion of public works in the construction industry. Because of the special relationship between public engineering background, making the need through the bidding process to select contractor. The project manager has become the key to choose the contractor, the project manager plays a key role in the construction projects, the project manager’s competency is one of the decisive factors to the success of the project. It also get the core index owners trust level. The project manager competency is the decisive factor to obtain the owner of the trust, however, in the current study project manager competence on the relationship between the owner of the trust is still a "black box". Only clear the project manager competency relationship of trust, can be more effective to obtain the trust of the owners, so that the project manager competence can be improved, and ultimately promote the smooth completion of the project.In this paper based on the analysis of existing literature, according to the relationship between governance theory and rational choice theory, in the development of trust level measurement scale basis, constructs relation model of the project manager competence and the level of trust, and put forward the hypotheses, in Beijing, Tianjin, Shandong, Hebei and other places to carry out the questionnaire survey, altogether recycles 176 effective questionnaire. On this basis, the reliability and validity of the measurement of various scales were examined, and used structural equation model was tested on each of the study hypothesis. The research results show that: 1. The project manager competency management skill dimension has a direct positive effect on the owner of the trust level, and management skills dimensions the impact of trust on three levels ofrole differences, a high level of trust project manager competency management skills dimensions of the owners have a direct positive impact, but the impact is smaller, has a direct and positive influence on the owners of the middle level and low level of trust, trust. The project manager’s competency cognitive dimension has a direct positive effect on the owner of the trust level and cognitive dimension, the impact of trust on three levels of role differences, has a direct positive impact the project manager competency cognitive dimension and the owner of the high level of trust and a moderate level of trust, the direct positive effect of low level of the owners trust, but had little effect. The project manager competency EQ dimension has a direct positive effect on the owner of the trust and trust level, EQ dimension effect on three levels of role differences, has a direct positive impact the project manager competency EQ dimension and the owner of the high level of trust and a moderate level of trust, relatively little direct positive effect on low level the owner of the trust.In this paper, the project manager competency management skill dimension, cognitive dimension, EQ dimension as the pre impact factors of trust, to study the impact of these three factors on the different level of trust, reveal the project manager competence and the level of trust relationship. In addition, also on the management skills of dimension, cognitive dimension, dimension and high levels of trust, emotional trust and medium level low level of trust relationship is demonstrated, can provide guidance to improve the design of the bidding documents, in order to improve the trust relationship between the contracting parties, to ensure the engineering construction projects carried out smoothly.
