Nowadays,the form of economic development is more and more weighted in favor of low carbon economy.After the announcement of "Bali Island line","Kyoto Protocol"etc,the governments and relevant departments have paid general attention to forest carbon sink function.It makes for purifying environment, reducing the amount of greenhouse gases in the atmosphere,the mitigation of climate warming effect.At present,the smog weather,which has been widely concerned by the all sector of community is also closely related to carbon dioxide emissions. There are large areas of Masson Pine in Fujian province,and it has great carbon sink level.So this paper through using the DEA method to appraisal research on Masson Pine carbon sequestration efficiency of the 10 sample counties,is helpful in solving the climatic and environmental issues caused by the too much carbon emissions.The research conclusions summarized as the following:(1) The counties of Xianyou、Changtai、Yongding、Pingnan and Xiapu are belong to the decision making units of DEA efficiency; the counties of Datian and Jiangle are belong to the decision making units of DEA weak efficiency; and the counties of Shaowu、Youxi and Yongtai are belong to the decision making units of DEA inefficiency.Taken altogether,the carbon sequestration of DEA efficiency is in the upper level in Fujian province.Among them, the average value of comprehensive efficiency is 0.726, the pure technical efficiency reaches 0.955, and the scale efficiency is 0.745.(2)The reason of the units which comprehensive efficiency less than 1is mainly caused by IRS, namely the element investment is insufficient.The research shows that these units need to further strengthen the input elements of the forest cost,labor engaged in forestry activity, woodland quality level and the planting area of Masson Pine.(3)In addition,this dissertation puts forward four proposals of Masson Pine carbon sequestration development in Fujian province,support the forest cost,increase the input of labor force, improve the quality of woodland,construct the forest insurance of carbon sink, and the concrete implementation measures.And at the end of the article makes a summary and outlook of the research.
