The Study On The Government Policy Effects Of Farmer Workers Starting Business Back Hometown As An Example Of Anhui Province Fuyang City

Since the reform and opening up, a large number of farmers shifting to the economically developed areas along the southeast coast as workers, with the rapid development of economy and accelerating industrialization and urbanization of China.Those farmer workers gradually become "the main force" during the period of China’s economic construction and development.The 2013 national monitoring of migrant workers survey report shows, as of the end of 2013, the number of farmer workers is 269 million, of which migrant 1.66 million people.Since 2007, due to the attack of the international financial crisis and the upgrading of industrial structure and the transformation of China’s economic development means, the economically developed eastern coastal regions continue to accelerate upgrading of their industrial structure and gradient transfers,at the same time of the implementation of the strategies of Big Western Development,Central Rising Up and the new urbanization. Some farmer workers begin to choose to starte business back hometown, after a certain amount of reserve accumulation of physical capital and entrepreneurial resources. The phenomenon of farmer workers starting business back hometown has taken shape in some areas.As a social economic phenomenon in recent years, farmer workers starting business back hometown has become a widespread concern and attention of the governments at all levels. Since 2007, six central "No.l documents" are from different levels is proposed to support farmer workers returning home for business, and all levels of local government introduced the relevant supporting policies.In Fuyang City, a typical agricultural city and most populous city,3.2 million farmer workers have started an undertaking and founded nearly 20 000 economic entities in recent years, who have played a positive role in promoting local economic development and growth of farmers’ income. In order to guide the more entrepreneurial resources flows back to the hometown, Fuyang City from tax subsidies, land supply, financial support, entrepreneurship training, information services and other aspects introduced a series policy of guiding and supporting the farmer workers starting business back hometown policies and measures. However, the policy is scientific and reasonable, whether or not to implement fully in place, the effect is reached the expected goal, it is worth tracking study. Therefore, understanding of farmer workers starting business back hometown policy implementation effect, analyze the restricting factors and put forward the suggestion has important practical significance.This paper, based on the perspective of public policy analysis, with Fuyang City as a sample, in a wide range of access to relevant documents, multi-level understanding of the situation of farmer workers starting business back hometown,sort of the supporting policies and measures taken by the local government in recent years, find out the appraisals given by the farmer workers to the policy effects in the form of questionnaires, analyze the factors affecting the policy effect from the policy subject dimension, object policy dimension, the policy environment dimension and propose relative suggestions to solve the targeted problems and improve farmer workers starting business back hometown policy effect.
