Research On Evaluation And Countermeasures Of Low Carbon Economic Development Level For The Eastern Region

The industrial revolution urges a great liberation to the productivity force, making the world economy increasing in a hurricane type. However, the economic increasing also causes many negative influences, such as global warming. The greenhouse gases such as carbon dioxide make the world temperature rising because of excessive emissions that lead sea level rising which not only bring threaten to the survival of people who live in the seaside but also produce extreme climate like EL-NINO that destroy the ecological balance in a serious way. For solving the human’s common question, many countries and people take positive measure to make sure that nature environment which the human beings need to survival no longer to be destroyed. And developing low carbon economy meanwhile promoting the developing level of low carbon economy is the ideal choice to solve the problem of global warming and keep the nature environment of the ecological balance.The eastern region likes the’locomotive’in our country’s economic development. Now the eastern region faces many problems such as low economic development speed and environment pollution like’ fog and haze’, so need convert the development way in a hurry. And developing low carbon economy not only can improve our ecological environment, but also can force the adjustment of industrial structure. At the same time, it can also promote the development of tertiary industry and high technology industry with creating new economic growth point. So developing low carbon economy is the only way to continue moving forward.The paper which is on the basic of carding existing theory at home and aboard states same relevant question about low carbon economy. Meanwhile use descriptive statistics and empirical analysis method analysis the low carbon economy development level of the main provinces in the eastern region. Besides the paper has creative points on the evaluation index system and policy recommendations.The whole content of this paper is divided into six parts.The first chapter as the paper’s introduction mainly discusses the research background and significance, the research ideas and methods, the research content and features meanwhile the innovation existing. At the same time, paper also introduces the relevant circumstances about the economic development in the eastern region.The second chapter mainly investigates relevant concept of low carbon economy, also states some ecological economy questions about low carbon economy. Then it introduces some research status at home and aboard with pointing out deficiencies about them nowadays.The third chapter introduces the current situation of the development about the low carbon economy in the eastern region which tells about the situation from four aspects including the situation of energy consumption, greenhouse gas emissions status, development of the low carbon industry, environmental facilities and protecting status.The forth chapter evaluates the development level of low carbon economy in the eastern region using the method of empirical analysis. Firstly construct the evaluation index system of regional low carbon economy development level with respecting certain principles. Then introduces some ways which can be used to evaluation low carbon economy development level and tells the reason about why choose factor analysis method. Moreover, the paper tells about the basic principles, the mathematical and the analysis steps of factor analysis method and clustering analysis method in a detailed way. In next step, the paper use the relevant data about the low carbon economy from the main provinces in the eastern region to analysis the low carbon economic development level with factor analysis method and clustering analysis method. The research indicates that Beijing and Guangdong have a high low carbon economy development level. Meanwhile, Fujian and Shanghai go after with them. At the same time, Jiangsu, Zhejiang, Liaoning and Tianjin is in the middle level. So Shandong and Hebei have a bad performance. Such situation happens because of their different economic structure, development history and energy type. At Last combination the result of descriptive statistics can find that the obstacle which influence the promoting of low carbon economy in the eastern region mainly concluding unreasonable energy and industry structure, lagging development about the tertiary industry and low investment to the environment protecting.The fifth chapter put forward some policy and suggest about how to improve the development level of low carbon economy from microcosmic view and macroscopic view. In the microcosmic aspect, industry enterprise must promote the using efficiency and go on changing the productivity and living energy type. At the same time, government should encourage citizens use metro as the main traffic tool. And in the macroscopic view, country must adjust the industry structure in a hurry speed and use more ways to develop the new energy vigorously then increase the investment to the environment protecting to ensure the economy in the eastern region develop in a sounding way.The sixth chapter is research conclusion, research insufficient and perspective. This part sums up the research conclusion and thinks about the insufficient in the research of this paper then looks forward about the relevant problems may be involved in the future research.
