As a big agriculture province,heilongjiang province,rich land resources, high mechanization degree. The improvement of mechanization level changed the traditional is given priority to with human mode of production, achieved by relying on human to rely on the mechanicalthis kind of mode of production changes with the increase of agricultural productivity, but also produced a large number of surplus labor. Heilongjiang province winter long time, farming time is short, the climate characteristic, make farmers have a lot in time. Therefore, better realize the labor resources optimization allocation effect, promote economic growth, increase the income of rural households, has become a major task in front of heilongjiang province, is also a major topic worth studying.The report clearly pointed out:the party’s 18 to promote urbanization construction as the focus of the strategic adjustment of economic structure, strive improve the quality of urbanization, actively guide the healthy development of urbanization; And speed up the reform of the household registration system, in order to boost agricultural transfer of population urbanization, efforts to achieve a complete coverage of the population of permanent residents in urban basic public service. Heilongjiang province agricultural transfer of population helps to strengthen the study of the employment problem province all levels of government’s emphasis on rural labor transfer employment work for the government to the policies about rural labor transfer employment system and come up with new ideas. This thesis research can further enrich the theory research of this field, to help rural labor transfer employment the formation of a complete theoretical system, in order to correctly understand and solve the contradiction of heilongjiang province rural labor transfer employment problems and difficulties.Through the analysis of the status quo, we find that the proportion of agricultural labor force in heilongjiang province is falling and rising proportion of employment of rural labor transfer, and on personnel is given priority to with young male labor employment, but employment area radius is lesser, choose mostly in employment in the province; Due to the overall quality of rural labor force in reality its employment quality is not high, mostly in the labor-intensive enterprises work in the low technical content, although in recent years in heilongjiang province rural labor force employment stability increased, but the proportion of employment by the government, institutions is low, organization scale of rural labor transfer employment needs to be strengthened.Heilongjiang province rural labor force shift employment is influenced by many factors, viewpoint of rural labor force is weak, the rural labor force quality is low, the restriction of related systems, the employment service system lag, low degree of organization, the imbalance of industrial structure and urbanization lagging behind. Weak employment concepts hinders the intensities, low overall quality of the rural labor transfer restriction transfer to promote the quality of employment;The traditional household registration system affect the stability of rural labor transfer employment,not perfect land system condemned the incompleteness of rural labor transfer, urban and rural employment system of inequality blocked the rural labor force of formal employment.Lagging employment service system restrain the efficiency of the rural labor transfer employment, and increased the level of low organization the risk and cost of rural labor employment.This paper proposes to promote agricultural transfer of population on the countermeasure and the suggestion of employment:deepening system reform;Expand the employment space; Establish and improve the employment service system;Promote the employment of rural labor ability. Is there a difference between the urban and rural system is still restrictions on freedom of rural labor force transfer and coordinate the relationship between urban and rural realistic obstacles, so from the reform of household registration system, perfecting social security system, established the equal employment system, deepen the reform of the system of land circulation system reform and innovation.
