Study On Regional Innovation Performance Evaluation

In today’s integration in the era of knowledge economy, regional innovation as an important driving force of regional economic development, has been paid more and more attention from society. The standard of regional innovation performance reflects development level of the regional innovation input and output on the regional innovation platform and mechanism, which is the key factor to judge whether a regional innovation is effective. Performance evaluation of regional innovation provides an important reference and basis for the future optimization of building regional innovation system and improving the capacity of regional innovation. For this, the connotation of the performance evaluation of regional innovation, establishing scientific evaluation model, finding a reasonable evaluation method, the construction of regional innovation performance evaluation system, enhancing the level of innovation resources allocation and management, is of great significance to promote regional economic development.This article firstly reviews and summarizes the related literature of the regional innovation system and regional innovation performance, expounds the necessity and feasibility of the research on regional innovation performance from the perspective of the research progress of regional innovation. Second, summarize the related theory of regional innovation system, such as the theory of national innovation system, the theory of modern regional development, and the new industrial district theory. Third, combining with the literature review of the regional innovation performance, build the basic research of regional innovation performance evaluation method. By comparing various evaluation ideas and methods, propose the factor analysis method and the super efficiency DEA evaluation model in this paper to evaluate the regional innovation performance of 21 cities of Sichuan province. Fourth, through the conclusion of the empirical analysis of 21 cities of Sichuan province, put forward the corresponding countermeasures and suggestions.
