Study On Rural Poverty Alleviation Wujiang District Of Shaoguan City

In the new period, conducts the research of rural poverty problem is of great importance in political, economic and social meaning, to speed up the pace of poverty reduction in rural poverty, conducive to the realization of sustainable economic development, conducive to building a new socialist countryside, to adapt to the objective requirement of the reform, development and stability, has extremely important meaning of politics, economy and society. In this paper, Wujiang District of Shaoguan city as an example, adopt the method of qualitative analysis and quantitative analysis, empirical analysis and normative analysiscombined, through the analysis of typical, to draw general conclusions.At the beginning, this paper analyzes the rural poverty situation and reasons in Wujiang district of Shaoguan. Through sampling investigation, summarizes the basic conditions of rural poverty, Wujiang District, and analyzes the basic characteristics of the rural poverty, Wujiang District, low income farmers in production and management, income, consumption expenditure situation changes, and the rural poverty causes Wujiang district. Secondly, this paper studies the rural poverty alleviation work Wujiang district. Rural poverty alleviation work in Wujiang District, mainly involves the following aspects, the first is the project construction as the starting point for the entire village to promote poverty alleviation, second is the Shaoguan municipal fixed-point support, and the third one is the development of rural poverty alleviation fund. By now, the rural poverty alleviation work in Wujiang District have achieved great results, such as the poor population decreased significantly, their income gradually increase to help them get out of poverty, the rural poor infrastructure situation, special local produt industry initially formed, spiritual civilization construction in villages has been strengthened. Of course, the poverty alleviation work in Wujiang District still facing many problems: such as insufficient poverty alleviation funds, and low efficiency of fund-using, the objection between the arrangement of poverty alleviation project and wishes of the villagers, high rate of stucking into re-poverty, as for the reasons,some are caused by the faultiness of systems, and some caused by poor management in the implementation process. Finally, the author puts forward some countermeasures and suggestions in accordance with the situations of rural poverty alleviation work in Wujiang District. The problem of poverty in rural areas rely on the market mechanism can not solve, should give full play to the government poverty alleviation leading role in the work of poverty alleviation in rural areas; to broaden the financing channels, give full play to the important role of financial funds, mutual funds, international capital in rural poverty alleviation; attention to the full development of the human capital of rural poverty through education, development, metastasis the surplus rural labor force, the rural social security system and other measures to improve the quality of the people; to mobilize social forces to participate in, the formation of a full range of poverty relief system. Wujiang district should be based on its own reality, highlight the characteristics of industry, the implementation of the comprehensive exploitation of mountainous areas and help villager walk out from poverty and live in good life.
