The Promotion System Research On Quality And Efficiency Of Shaanxi Economic Development

In recent years,certain changes have taken place in the guiding priciples of CCP and national goverment on economic development, switching its emphasis from the overall expansion and rapid growth rate to the quality and benefit of economic development, proposing a new concept of “upgrated version” of chinese ecomomy. Despite the rapid and continued economic development of shaanxi during the 11 th five year plan period, what is the quality and benefit of the its economic development, what is its advantages and weakness, and how to better improve the quality and benefit in comparison with other provinces? The analysis of those issues is of very important significance for the making of macroeconomic policy in shaanxi.This paper tries to formulate an index system for the quality of economic growth assessment on the basis of relevant theoretical researches, conducted the comprehensive assessment and comparison of the quality and benefit of the economic development of the 31 provinces, identified the key factors affecting the quality and benefit of economic development, landed the relative position of shaanxi in china and western region. The finding of this paper is that shaanxi have a leading position in term of the quality and benefit of economic development and the medium level in china. Its economic growth is significant but its effect on growth of employment is quite weak. It still have great potential for further development. The industrial structure still need further optimalization. Its sustainability and stability is being gradually strengthened. shaanxi rank high in terms of innovation, however there is lack of industrialization, promotion and sharing of it.On the basis of assessment, this paper continue to conduct deep analysis on the speed, structural optimalization, motor change, quality and benefit of shaanxi, summing up the objectives of the economic development quality and benefit enhancement of shaanxi. Further more, this paper conducted exploration on the mechanism of improving the quality and benefit of economic development of shaanxi, specified the principles on constructing such mechanism: systematic, realistic, coordinative and open. This paper also identified the basic components for improving the quality of economic development of shaanxi on the level of government, industry and corporation. At last, this paper wish to raise several policies on improving the quality and benefit of the economic development of shaanxi.
