With China's entered into WTO and the rapid process of globalization, human capital has been a source of competitive advantage in small private enterprises. However, the technological core employees as an important part of the company, their roles and status have been gained general attention. Needs bring forth motivation, motivation produces action. The premise and key of effective incentive to the technological core employees is to get the characteristics of needs accurately. Empirical research is done for technological worker's needs characteristic of small and medium sized private enterprises in the economic and cultural background of China in the paper. Undoubtedly, it is of important theoretical and practical significance on enhancing the incentive effect to technological core workers.Many scholars at home and abroad have studied the subject and achieved remarkable achievements. In this paper, we has extracted demand factors of technological core employee's motivation in our Country by combing literature, in light of the needs extracted by the means of studying relevant documents and interview, a needs model of technological core workers in small Chinese private enterprises is built up. Summed up the technological core staff of〝pay and benefits〞,〝environmental support〞,〝self–realization〞,〝individual growth〞,〝work autonomy〞five major needs; on this basis as a result of a detailed analysis which is carried out with EVIEWS6.0 of the nature of an enterprise–level age, gender, title, qualifications and annual income in areas such as differences in the needs of their technological core staff characteristics also showed significant differences. And then the thesis introduced the development and the present condition of technological core employee in small private enterprise, an analysis of the characteristics of the actual needs of enterprises with the current status of incentive conflicts.Finally, in view of the technological core employee's five big demand characteristics, namely, namely the salary welfare, the supporting conditions, the service achievement, individual growth and working in one's own master ,analyzing the present condition of small private enterprises, we have come up with some available and feasible countermeasures and approaches, and improved the incentive mechanism evaluation system of operating results, so as to cause the drive measure tend more reasonable and more suitable, which will be paramount to guide the development of the enterprises in the future.
