Since the 19 th National Congress of the Communist Party of China,China's economy has shifted from a high-speed growth stage to a high-quality development stage.It is at the crossroads of transforming the development mode,optimizing the economic structure,transforming the growth momentum,and driving the strategic transformation of technological innovation.The development of the economy needs to be guided by the new development concept,with the supply-side structural reform as the main line and the innovation-driven as the strategic support.The transformation of scientific and technological achievements is an important link in the deep integration of science and technology and economy.Accelerating the transformation of scientific and technological achievements has become an important grasp for the development of all countries in the world.However,the current transformation of China's scientific and technological achievements has failed to make due contributions to the economic development of the new era.How to industrialize the scientific and technological achievements effectively and integrate them into the modern economic system to better serve the society has become an issue that should be paid close attention to in all regions of China.On the basis of combing the theoretical analysis and research on the transformation of scientific and technological achievements by scholars at home and abroad,this paper makes a theoretical analysis of the transformation system and current situation of scientific and technological achievements.Then,using Pastor Method to determine the evaluation index system of scientific and technological achievements transformation,the FP index model is introduced to analyze the static and dynamic analysis and development mode of China's scientific and technological achievements transformation efficiency from 2007 to 2016.The research shows that the transformation efficiency of China's scientific and technological achievements is not high overall,and it is in a state of stable development,showing the pattern of “east>middle>northeast>west”,but each region has highlighted different efficiency advantages,and the overall technical efficiency and residual mixing efficiency still need to be improved;In terms of time series,the overall change of the technical change index and the residual mixed efficiency index promotes the growth of TFP.The inter-regional scale efficiency tends to converge,while the remaining mixed efficiency gap gradually expands.From a spatial perspective,30 provinces are divided into four development models.Only 14 provinces are in a high-speed and efficient development model.On this basis,specific suggestions are put forward from the strategic selection of scientific and technological achievements transformation,effective ways of optimization mechanism,and policy measures,in order to effectively improve the efficiency of China's scientific and technological achievements transformation.
