Since reform and opening, our economic development has achieved a great success, However, accompanied by economic development is energy shortage and serious environmental pollution, Energy shortage and Environmental pollution has become one of the main constraint factor for the continue development of our economic and society. It has become the focus of social concern that how to ensure the development of economic while reducing energy consumption and environmental pollution. Industrial Structure as the bond between the economic development and energy consumption, academia has been devote the research of industrial structure they hope to achieve economic development while reducing energy consumption and environmental pollution. Now our country is at the critical moment for the industrial structure optimization and upgrading. so, the research on industrial structure optimization under energy constraint is very important.Firstly,this paper discuss the relate theory about the industrial structure under energy constraint, describing the concept of energy constraint and industrial structure, and analyzing how the energy constraint impact on industrial structure and how the industrial restructure impact on energy consumption. secondly, on the basis of analyzing the situation of industrial structure and energy consumption, using Empirical methods study the relationship between industrial structure and energy consumption.Using time series methods study how the energy constraint impacting on the optimization of industrial structure. Using energy consumption associated with the evolution of industrial structure model study the correlation between the evolution of industrial structure and energy consumption, and using path analysis methods analyze the path of three industrial structure impacting on energy consumption intensity. Then, because industry is the major energy consuming industries, so, the core of this paper is to optimize the industrial sector. The industry is mainly divided into 24 departments, the low power consumption and high value is objective function, without increasing environmental pollution and without reducing employment as constraint condition creating the input and output objective linear programming model to optimize the industrial sector.
