Ageing is one of the important issues that global people face together in the 21 st century. The statistics of United Nations population development foundation show that by 2012,the globalpeople over the age of 60, whose population has reached 810 million, are accounted for 11% of the world’s population; By 2050, the population of people over 60 years old will reach 2.03 billion, accounting for 22% of the total population in the world. Especially a few de veloping populous countr ies are facingdouble thrust, which arelower fertility and longer average life expectancy, certainly, they are high-risk areas of ageing. According to the statisticsof China’s sixth national population census, over 65- year- old population has accounted for 8.87%, the Decision by 3rd Session of 18 th Party’s Congress has suggested that “it is necessary to study and establish a progressive retirement age delay policy”.Simultaneously, lengthening the retirement age can’t wait any more.Both the deepening of the aging problems and the improvement of the average life span had brought a serious of challenges for China’s social development. The expenses on retirement and demission also showed an increasing trends and both the government, the enterprises and the society have realized how enormous the old-age security pressure is. It will be behind the times if they keep maintaining the existing retirement age and the delay of the retirement age is extremely urgent.The delay of the retirement age is an effective method that can deal with the aging crisis of China because it can not only help to increase the proportion of working populations, improve the population bring-up ratio, but also help to cope with the stress of the pension payments. Nowadays, there are a lot of scholars who have already discussed the rationalities and methods of delaying the retirement age and the influences that may be brought. Besides, they have also provided some directive suggestions. However, most of these scholars cannot provide specific and operable cases. First of all, the author has chosen several typical cases that provided by the colleges, scholars and the relevant research institutes and then compare d them from three dimensions: the remission of the pension payments, the improvement of the system maintenance rate and the increase of the labor supply. Second, the author has done a research on the intentions of delaying the retirement age among 23 provinces all over China, the east area, the middle area, the west area and the north-east area. With 991 valid questionnaires, as well as established the step regression model, the author has finally found out the main constraints that may influence the delay of the retirement age. At last, the author has optimized the retirement age delay proposal combine the existing proposal: the author has separated mental labor and manual labor and setup the minimum retirement age, the normal retirement age and the maximum retirement.The innovation point of this thesis is that although there has been a lot of countries have implemented a flexible retirement system, but the elastic system is for all people, without subdivision of the elastic band. This thesis discusses the plan of lengthening the retirement age at the micro and macro levels.After combining the quantitative and qualitative methods to analyze, I find that job property is asignificant factor to decide the will of lengthening the retirement age. Therefore,I intend to base the thesis on researchingthe theme of lengthening the retirement age in our country flexibly, and taking the "people-oriented" spirit of 18 th CPC National Congressas the guiding ideology, to set up two elastic ranges mainly about mental work post. Ultimately, it focuses on building an incremental elastic extension schemeon the basis of the labor requirement, guided by the demands of social development.
