Energy is the basis and guarantee to the survival of humans, adequate energy security and sustainable energy supply are basis of society’s stability and development. Technological progress is deemed to one of the most effective means of energy conservation. But because of the existence of energy rebound generate by economy, and economy itself can affect the energy saving effect of technological progress, the actual situation is in contrast to the theoretical results. Under this condition, what kind of relationship exists between technological progress and energy consumption, what role of economic development plays among their relationship, Whether technological progress has energy-saving effect? Making clear these problems is not only very important to solve future contradiction of energy supply and demand, but has significance to sustainable development and development strategy of energy.First of all, through systematic literature review, understanding relationship between technological progress and energy consumption on general and energy consumption and the size of economy’s role plays among them, then put forward some concepts related to technological progress and energy. Furthermore, measuring the value of technological progress combined with some variables. Besides, through building energy rebound effect model and Hansen threshold panel model, measuring the exact effect exerted by economy on the influence of technological progress on energy consumption. Finally, based on researched results, some energy-saving strategies based on China’s reality are put forward.
