As an important part of national innovation system,National University Science Parks(NUSPs) are important base to develop independent innovation,foster high-tech enterprises and transform the scientific research achievements.NUSPs play a role in developing creative ability of students,increasing employment,transforming the local industrial structure and promoting growth of economy.Currently,there are lots of theoretical researches on the function,development mode,operation mechanism, innovation of NUSPs,but few researches about the efficiency of NUSPs innovation and the affects factors from the perspective of empirical.Basing on a review of relevant theory,this paper measures the innovation efficiency of NUSPs in China with two-stage meta-frontier Data Envelopment Analysis(DEA) model by dividing innovation process into two sub-DMUs(Investment Attraction and Operation). In order to measure the technology gap ratio(TGP) of different regions of China, this research separates the NUSPs into two groups: East and Midwest.The empirical results reveal that: the innovation system of NUSPs have the characteristic of two-stage relationship and the low efficiency in stage 1 and stage 2 results in the low overall efficiency. The mean value of the investment attraction efficiency for NUSPs is lower than that of the operation efficiency. The main causes for the overall investment attraction inefficiency and operation inefficiency are input excess during the investment attraction process and output deficiency during the operation process. Additionally,the innovation efficiency of NUSPs of East is higher than that of Midwest.Finally the paper provides some relevant advises about the system of risk investment,management system and operation system,service support system and policy environment of NUSPs.
