Research On Performance Evaluation Of Fiscal Expenditure On Science And Technology

Innovation and development of science and technology is the embodiment of the advanced productivity and the leading force in economic and social development of a country or a region. In addition, it is the evaluation criterion to measure the national core competitiveness. However, it is the fiscal expenditure on science and technology that can promote and achieve the development and innovation of science and technology. In recent years, with the ever-rising and ever-improving scale of fiscal expenditure on science and technology as well as more and more progresses have been achieved, the performance evaluation of fiscal expenditure on science and technology has become the focus of society. Study on the performance evaluation of fiscal expenditure on science and technology is of great historical and practical significance for strengthening the independent innovation ability of science and technology and realizing the goal of economy and society.Based on the related papers, information and data at home and abroad, this paper carries on the study of fiscal expenditure on science and technology with the integrated use of public finance, management, statistics and econometrics. The paper starts with introducing related concepts and analyzing the necessity of the fiscal expenditure on science and technology and its performance. Secondly, on the premise of the principles and methods, the paper constructs the China’s performance evaluation index system of fiscal expenditure on science and technology. According to the index system of performance evaluation and the situation of the fiscal expenditure on science and technology, this paper makes the empirical analyses on the economy, effectiveness and benefit of fiscal expenditure on science and technology: On the one hand, the paper analyzes the economic performance of the fiscal expenditure on science and technology by establishing cointegration equation and making the Granger causality Wald test; On the anther hand, it studies the input-output performance of the fiscal expenditure on science and technology by using the Data Envelopment Analysis method.Last but not least, in the light of the problems reflected on the empirical study, this paper puts forward five sustainable recommendations to advance the performance of fiscal expenditure on science and technology and realize the target of development and innovation of China’s science and technology: 1.To optimize the structure of the fiscal expenditure on science and technology; 2. To establish the all-round pattern of the fiscal input on science and technology; 3. To deepen the reform of the supervision mechanism of the fiscal expenditure on science and technology; 4. To improve the transformation rate and industrialization rate of scientific achievements; 5. To cultivate the innovative talents.
