Perfecting the financial expenditure on science and technology and improving the performance of expenditure on science and technology are the basis of realizing the innovation of science and technology and the transformation and upgrading of industrial structure.At present,it is an inherent requirement of economic development and an urgent task for Liaoning Province to maintain medium and low-speed economic development,change the industrial structure and improve the quality of economic development.Liaoning Province's public finance participation in science and technology investment mainly includes two ways,namely,the government directly carries out financial investment and the government guides social forces to participate in science and technology investment.How to play the role of government guidance in the process of participating in scientific and technological activities has become an important and realistic topic.Firstly,this paper gives a general description of the research situation and background lamp of performance evaluation of scientific and technological expenditure at home and abroad,then defines the related concepts of scientific and technological expenditure and performance evaluation.After sorting out the relevant theoretical basis,this paper evaluates the overall level of scientific and technological expenditure in Liaoning Province by collecting various data of scientific and technological Expenditure Input and scientific and technological achievements,and through the analysis of the relevant concept Compared with different performance evaluation methods,DEA method is selected to make an empirical analysis of the level of science and technology expenditure in Liaoning Province.Finally,the deficiencies of science and technology expenditure in Liaoning Province are found out,and corresponding improvement measures are put forward.The conclusions are as follows: firstly,we should establish a long-term mechanism for the growth of scientific and technological expenditure;secondly,we should strengthen the system construction and establish a monitoring mechanism for scientific and technological expenditure;thirdly,we should establish a cooperative mechanism of "government,industry,education and research" to promote the transformation of scientific and technological achievements;finally,we put forward a method to improve the performance evaluation.
