Financial investment in science and technology is the supplement of social capital and has a guiding effect on social investment in science and technology.Over the past 17 years,Xinjiang's fiscal expenditure on science and technology has been growing,but its share of GDP has been lower than the national average,which can't support the development of science and technology sufficiently.Therefor,it is of great theoretical and practical significance to study the effect of Xinjiang government's science and technology expenditure on science and technology output,scientifically evaluate the performance level of Xinjiang's fiscal science and technology expenditure,and improve the management and supervision efficiency of Xinjiang's fiscal science and technology expenditure,promote the progress of science and technology,and promote the development of technology and economy.On the basis of literature review at home and abroad,this paper defines the concepts related to fiscal and technological expenditure,establishes the theoretical basis of the study,selects DEA-VRS super efficiency model and Malmquist index as performance evaluation methods.When expounding the current situation development of scientific and technological progress and fiscal and technological expenditure in Xinjiang,this paper mainly used statistical description method to carry out analysis,and found that in the 17 years from 2000 to 2016,the scientific and technological progress level was low,the scientific and technological progress environment deteriorated,and the scientific and technological achievements conversion rate was low.The scale of fiscal science and technology expenditure and R&D personnel investment in Xinjiang continued to increase,but the intensity of support was lower than the national average.In terms of scientific and technological output in Xinjiang,the low conversion rate of scientific and technological achievements is a prominent problem.Furthermore,the performance evaluation index system of fiscal science and technology expenditure in Xinjiang was constructed by referring to previous research views,and the DEA super-efficiency model and Malmquist index were used for static and dynamic performance analysis.The results of DEA super-efficiency model analysis indicated that the performance level of fiscal and scientific expenditure in xinjiang was low from 2005 to 2016 because of the low level of technology and management.The results of Malmquist index analysis showed that from 2005 to 2016,the technical efficiency of Xinjiang decreased and the efficiency of the government's scientific and technological budget management was low,which led to the decline in the performance of fiscal science and technology expenditure.Finally,the paper analyzes the main reasons that affect the low performance of fiscal science and technology expenditure in Xinjiang,and puts forward corresponding countermeasures from five aspects.It suggests that the government should give full play to the function of scientific and technological support,improve the system of scientific and technological achievement transformation,strengthen the main role of enterprise technological innovation,improve the mechanism of fiscal science and technology expenditure,and actively cultivate scientific and technological talents.
