China’s Agricultural Export Credit Insurance Development In View Of The Green Barriers Of The Agricultural Products Of China Exporting

With the development of China’s economy, China is playing a more and more important role in the world economy and trade. With China’s accession to the world trade organization, China’s export trade volume increased year by year. At present, China’s export products are mainly concentrated in labor-intensive products, such as clothing, toys and agricultural products. The export of agricultural products can promote the employment of farmers, improve China’s new rural construction, enhance the competitiveness of China’s agriculture, and promote China’s economic growth. Expanding the export of agricultural products has a very important and far-reaching significance in alleviating the employment pressure and promoting economic development.In 2008, American outbreak the subprime mortgage crisis that triggered a gl-obal financial crisis, which has caused the world economy develop slowly. In order to deal with the economic crisis, many developed countries adopt trade protectionism to protect domestic producers. Our country is suffering from one of themost victims of trade protectionism. Especially in recent years, China’s exports ofagricultural products has maintained a surplus. The developed countries conduc-t trade sanctions policies on China’s agricultural product export products, these po-licies are not reasonable and non-compliance.In addition, our using of a large number of pesticides and fertilizers in theprocess of agricultural production, which is easy to make the detection index of hormone, nitrate and other pesticides exceeded. Compared with other developed countries in the world, the problem of pesticide residues is very serious. China’sagricultural products quality is worse than developed countries, which create theconditions for the trade measures of agricultural products in developed countries. China’s exports of agricultural products are facing huge external risk. Due t-o trade restrictions, it is ccommon to see our enterprises have bankrupted.Agricultural export credit insurance is a non-profit insurance policy. Nationa-l finance provide special insurance reserves. Enterprises encountered business risk or the buyer’s country risk which makes the product return in the process o-f the export. It is helpful to promote the export trade of agricultural products, help agricultural products export enterprises to prevent risks and protect the safety of foreign exchange. Therefore all countries in the world widely used it.This paper analyzes the implementation of Japan’s trade restrictions on China’s exports of agricultural products in recent years and caused serious impact to our country enterprise engaging in production of agricultural products. This paper points out the trade dispute settlement mechanism under WTO is not a good way. Based on these contents, this paper illustrates the importance of the development of agricultural product export credit insurance, and then put forward our country can learn from the French and the British’s experience in this area, and probe into the concrete measures from three aspects of government, insurance agencies, and export enterprises.
