Henan Province Land Circulation “non-staple” Problem Research

In 2014,the No.1 Document from the national central government has put forward that we cannot relax the production of domestic grain in anytime.We should strictly observe the a rable land minimum,delimite the permanent basic farmland,improve overall agricultural prod uctivity continuously,and make sure the basic self-sufficiency of grains and the absolute safety of rations. But larger population and less farmland has caused the inadequate of cultivat ed land in our country and the continuously acceleration.Henan is a big agricultural province i n our country. It has an extremely important position in national food security strategy. In rec ently years,with the speeding up of the rural land circulation,several kinds of "nonfood" are exceptionally obvious. Moderate "nonfood" are benefit to increase the proceeds in the proc ess of land transfer and the increase of the farmers’ income. But excessive "nonfood" will serio usly threat national food security strategy. The point of dealing with "nonfood" correctly is ho w to deal with the relationship of efficient agriculture and food crop;how to judge if "nonfood" are t oo excessive in land transfer. This article will combine the relevant theory of land transfer "n onfood" and the reality of agricultural development of Henan Province,make a state after rese arching the current situation of "nonfood" and provide devision basis through analyzing the co ntributing factor of "nonfood".This article firstly introduces the patterns of land transfer in our country,including land s waps,land hire,land joint-stock cooperation system,pooling of land and subcontracting of land; Secondly,analyzes the current situation of Henan Province’ s land transfer on this basis,and reaches a conclusion that the acceleration of process of land transfer,the increase of circu lation of the main body. Analyzing the current situation and influence of "nonfood" and discov ering the "nonfood" is growing steadily. At last,from the inflow,outflow and government,these three aspects to analyze the reasons of land circulation "nonfood" in Henan Province and c ombine the reality of Henan Province to put forward the corresponding policy: complete natio nal policy, provide economic security. Primarily,perfect grain subsidy, reduce the burden on f armers; Next,improve the minimum grain purchase prices and raise farmers’ enthusiasm. Sec ondly, strengthen the investment in science and technology,improve the food production. Thi rdly,establish and perfect the system of legal supervision.
