The rural homestead is a kind of land resource of very importance, and one that the group of villagers occupies and uses legally with the purpose of constructing the houses. To use the reasonable management mode and technical method to use the rural homestead intensively can push forward the movement of constructing the new village nowadays usefully,realizing the balanced urban and rural development. By starting research on the situation of the land use in Qianjiang City,Hubei Province,on the base of investigation, the paper builds the evaluating indicator system for the intensive use of the rural homestead reasonably, combining the situation of land use in Qianjiang City and evaluate the level of the intensive use of the homestead in Qianjiang City comprehensively within 7 years from 2006 to 2013,showing the sum of evaluation accordingly;Then,on the base of the result,it analyzes the reasons for the result.Lastly,according to the result of evaluation it considers and provides some suggestions and countermeasures accordingly.Research methods used in the paper are:the Delphi method and the multi-factor comprehensive evaluating method.The paper conducts the research of dynamic evaluation of the homestead intensive use,regarding the rural homestead in Qianjiang City as the evaluation object.The conclusion can be used for the decision of the land management department in Qianjiang City.Besides,the evaluation research can be good to promoting the sustainable use of the rural homestead in Qianjiang City. The conclusions of the paper are mainly as follows:(1) By analyzing the status quo of the land use in Qianjiang City,the general status quo of land use in the city can be concluded:in 2013 among the construction lands in Qianjiang City,the massive of the rural homestead accounts 50%.The villages in Qianjiang City are mainly located in Yuyang County、Zhu Gentan County and Zhangjin County,and they spread less in Garden Offices and Guanghua Offices.From 2005 to 2014,the area of the homestead and the arable land rise in a high speed, the average of the change per year are 141.56 hectare and 0.65 thousand hectare respectively.In 2013,the area of the rural construction lands per person in the city is 169.68 m2,surpassing 150 m2, the standard of the country. The problems existing in the homestead use are:"One family,some houses" can be seen normally,raising up the percent of vacancy of the homestead in a large extent;The realization for the related laws and policies of the villagers is weak;The property right for the homestead is unclear.(2) Through investigating and analyzing the situation of the homestead use in Qianjiang City,the paper can find from 2006 to 2013,the summit of the extent of the homestead intensive use in Qianjiang City is 0.611 and can see that the level of homestead use reaches the relative intensity level.However,the level of the intensive use of the homestead in the previous years are mostly between 0.3 and 0.4,and the levels of the intensive use are still low on the whole.And it analyzes the reasons from the perspectives of law、government and villager.The reasons are:the system of laws and policies related to the homestead executive currently is not complete enough,and hard to operate on,making some obstacle to the transfer of the homestead;the construction planning of the rural area is not reasonable,the strength of the financial support of the local government is not enough;the rural population is flowing fast,the economic development in the rural area strengthens the will of the villagers to improve the quality of life and the historical reason.(3) Lastly,according to the situation that the intensive use level of the homestead is low in general in Qianjiang City in recent years,the paper provides some suggestions and countermeasures:improve the related laws and policies; make the solution of the related problems of the property right for the homestead clear;strengthen the transfer of the homestead;start the village planning and so on.
