Travel agency industry as one of the three pillars of tourism, plays an important role in the tourism development. SMTEs account for 90 percent in the overall number of travel agencies, and they play a major role in economic growth, employment, exchanges and prosperity of culture. Although SMTEs make lower effectiveness for economic than the large-scale tourism enterprises, the huge numbers and profound permeability makes them cann’t be ignored in tourism industry. Based on the former research of SMTEs, and combined with the current economic situation, this paper has defined the SMTEs. Then according to the shtudy of literature and monograph, it sets up the index system ahout service innovation ability system. It includes 3 primary indicators which is constituted by input ability, executive abilit and output ability. After amending terms and scope the 21 second grade indexes have been determined and the weight about each index has obtained by recursion analysis through AHP and excel. Based on the index system, the results has showed that the SMTEs’service innovation ability of Wenzhou is about 2.6658 that still have much room for improvement.This paper is composed of seven chapters:Chapter I:Introduction. It expounds the background and the intetion and significance of the title.Chapter II:Based on the former research of SMTEs it has defined the SMTEs, also it gives external and internal study status ahout service innovation and service innovation ability of travel agencies.Chapter III:It generalizes and sums up the current situation of the development about tourism economic and travel agencies of Wenzhou.Chapter Ⅳ:The establishment of the SMTEs’ service innovation ability. This chapter has refined the factors of the SMTEs’ service innovation and set up the index system ahout service innovation ability system which contains 3 general objectives and 7 sub goals. Judgement matrixes are constructed by the importance of each index, then this article has obtained the weight about indexes, and sort them by the influence of the service innovation. Last all the results has passed the consistency test.Chapter Ⅴ:The evaluation of the SMTEs’ service innovation ability of Wenzhou, and the results show that the SMTEs’ service innovation ability of Wenzhou is about 2.6658 that still have much room for progress.ChapterVI:According to the results it puts forward suggestions to progeress the SMTEs’ service innovation ability of Wenzhou.ChapterⅦ:Conclusion and Prospect. The part is to summarize main conclusions and the main innovations, meanwhile it also puts foward shortcomings in this paper.The main conclusions of this paper are summarized as follows:(1)The construction of the SMTEs’ service innovation abilityBased on the former research about SMTEs, innovation, travel agent and so on, this paper constructed model of the SMTEs’ service innovation ability which included essential factors as following:Three primary indicators which are Input ability, executive abilit and output ability; Seven sub goals which are the innowation ability of hunman resources management, the innowation ability of technology, the innowation ability of organization, the innowation ability of staff, the innowation ability of cooperation, the incomes of new tourism produc, the competitive ability f new tourism produc; twenty-two indexes of third-class. Afterward it made a test about the importance of each indexes and constracted the judgement matrix.(2)Weight confirmed, and coincidence testIt made eleven Hierarchical Single Arrangements between same level to extract the Eigenvalues and Feature Vectors which is the weights of each indexes. AFfte the test of consistency it resorted every indexes by the results showing the correlation between service innovation ability. Lastly it made a consistency test of the SMTEs’ service innovation ability.(3)Empirical studies on SMTEs of WenzhouOn the basis of SMTEs’ service innovation ability modle, experts has scored every indexes with 1-5, the the linear Weighted Average method is used to calculate the service innovation ability of SMTEs in Wenzhou, and the results shows it’s only 2.6658, which means it’s just a little low and there are so much scope to improve. In the end of this paper, it puts foward some suggestions to make progress.The main innovation of the thesis are as follows: Based on the former research of SMTEs, it sets up the index system ahout service innovation ability system that has changed the way of researches about SMTEs which are almos simply qualitative description. Then this paper obtains the weight about indexes by using AHP, after that the system has been used to calculate the SMTEs’ service innovation ability of Wenzhou, and according to the results it puts forward suggestions to progeress the SMTEs’service innovation ability of Wenzhou.
