Study On Government Responsibility In The Process Of The Urbanization Of New Generation Migrant Workers

The transfer of rural surplus labor theory and international experience shows that, the final way to solve the problem of famers is to help most farmers to become urban residents. The new generation of migrant workers as a special part of Chinese farmers, have many advantages of becoming urban residents at first, but subject to the influence of historical background, social environment and their own conditions and other factors,the characteristics of their motivation, level of education,city identity, habits have also changed,which promote the new generation of migrant workers toward the development of a kind of "Involution" trend. The government as the administrator of the state, has the unshirkable responsibility of how to solve the problem which arise in the process of the new generation of migrant workers becoming urban residents. But in practice, due to the urban and rural dual social structure, limited government capacity and government value orientation deviation and other reasons, the role of government responsibility has been missing,which seriously affecting their urbanization process. Therefore, research on the problem of the new generation of migrant workers to become urban residents has very important theory significance and the practical significance.This thesis is based on the questionnaire survey and the literature review, combined with the survey data of the new generation of migrant workers in Guizhou province, from adaption to the economy, social identity and ideology three aspects to analysis the basic situation of the new generation of migrant workers and the public situation in Guizhou. It Points out that in the process of citizenization of new generation of migrant workers, government should provide effective system, public goods and the maintenance of public interests, followed by an overview of barriers to urbanization of the new generation of migrant workers in the system level, the functions of the government,the social support and so on, and at the same time, explains the responsibility status and the reasons for the lack of responsibility in this process of the government. Finally,from improving the system and the management level of service, increasing the investment of human capital and the innovating the way of social management this four aspects, it provides the path for the government how to do in the process of the urbanization of new generation of migrant workers, thus speeding up the process of the urbanization of new generation of migrant workers.
