With the increasing intensified modern enterprise competition, human resources has gradually become more and more essential factor of enterprise competitiveness. How can we effectively make use of human resources? The most crucial factor is how to motivate the employees in an organization, especially the core staff.Incentive mechanism can be realized through the interpretation of human nature. incentive refers to motivating employees, that is to say a variety of effective ways to mobilize the enthusiasm and creativity of employees, so that employees strive to complete the mission of the organization, to achieve the goal of the organization. Therefore, in discussing the application of incentive mechanism, we have more research is certain to meet individual needs. The fundamental purpose to implement the incentive system is to induce employees work motivation, to achieve organizational goals and achieve their own needs, to make their enthusiasm and creativity forward. To implement incentive system is an important factor which decides the success of an enterprise in a certain extent. How to make good use of incentive mechanism and how to use its potential to motivate employees will become a very important problem for an enterprise.This paper firstly describes the concept, principle, function of incentives, and analyzes the characteristics of the state-owned gas enterprises facing with the challenge, and summarizes the current situation of incentives system in Hangzhou Gas Group. In basis of analysis on internal and external causes to the Gas Group, this paper designs incentive system for its core staff, using the interview method and incentive theory.
