To form a scientific,systematic and effective project management programis the core of theconstructionwork and an important guarantee for the electronic platform constructionquality and the ability to achieve the planning needs.In this paper, we take China postcard electronic commerce system upgradeproject as the research object, according to the overall requirementsin the postcardbusiness development plan of China Post Group Corporation, we plan to achieve theupgrading of existing Chinese greeting card network,the introduction of mobileclient application, and the adjustmentand optimization in the operating mode, theoperating content, integration of offline channels, extension services and otheraspectsto achieve to establish search site cooperation, electronic commercedistribution partners, paid advertising and other forms of cooperationby means ofInternet traffic optimization and scale diversion enhance site users and establish theuser points system, toincrease user interaction, by means of data services via SMS tomake the translation between the virtual and real address and establishthe carddelivery information management platform. In accordance with the theory of projectmanagement, combined with experience in the development of other industries and related industries electronic commerce system, we focus on the analysis of theaspects of planning and control.In this paper, we take the WBS of project management for task decomposition,using PERT analysis to optimize theproject progress, make changes to the allocationof resourcesaccording to overall progress requirements of the projectto ensure thetimely realization of system upgrades, and make sure tooptimize time and adjustresourcesin each task; in control, according to the project pre-operation assessment,make related research on progress, quality and cost aspects, analyzes using thedeviation in schedule control, clear completed tasks and unfinished task list, andestimate the overall project schedule, thenpropose optimization plan; clear qualitycontrol objectives in terms of quality, and improved in accordance with the DMAICperformance model for quality management, make a special inspection program, andanalyzed based on various key aspects in accordance with the method of the causaldiagram, the development of relevant quality control processes; in cost control,according to the cooperation of the project, mainly for labor cost control,management analysis carried out by the earned value method, and evaluated in theworking node. Finally, a brief discussion of the project management team building,human resources management, institutional building, project team management,good project proposed unity of purpose, to establish a good communicationmechanism, and establish a unified performance appraisal system three measures; forhuman resources management, we make sure of theway project leader is selected,the project team members’ technical training and the introduction of professionals todo outside of work and make the relevant requirements; int the rules and regulationsaspects, make sure of job responsibilities, schedule management system, financialsystem, quality management system, regular system, human resource managementsystem, the performance appraisal system based on the work requires.This thesis hopes to study verticalclassification of electronic commerce platform through a combination of theory and practice, in this way, it’s possible toimprove the quality and efficiency of project managementof such projects.
