Along with the social development, scientific and technological progress and environmental change, fields, methods, elements of enterprise competition and power is becoming more and more diversified, including human resource, intangible assets in the future competition is the decisive role of increasingly prominent, and human resources management an important tool and means, to improve the staff work efficiency, the enhancement enterprise core competitive ability is playing a more and more important role. But in actual work, still exist in performance management and enterprise strategic targets and performance indicators simplification process control as well as the lack of effective communication, lack of performance feedback mechanism and so on. Based on enterprise strategy guide, constantly optimize the performance management system, promote enterprise performance and employee performance jointly improve, finally promote the realization of the enterprise strategic target to become one of focus problems. This paper carried out beneficial exploration actively.Based on performance management, strategic management and balanced scorecard, on the basis of relevant theories are summarized, enterprise strategy, using the balanced scorecard as a tool of SNGJ coal co., performance management system has been optimized. First of all, through the theoretical study to know the following two aspects:first, the strategy oriented performance management as enterprise strategy execution tools and means, can will enterprise strategy and performance management and effective integration, improve enterprise management performance; second,the balanced scorecard as the most representative of the performance management tool, can to two or more enterprise long-term strategies and short-term performance improvements, promote enterprise and individual common development. Second, by describing SNGJ coal co., strategic goals, organizational structure, human resources management status and performance management status, analysis of the company in a performance orientation, target and goal setting, implementation process and performance aspects such as communication problems and causes; to strategy as the guidance, in accordance with the clear company mission, core values, vision and strategic objectives, strategy map, internal business processes and learning and development four aspects to set performance indicators system, and formulate action plan, quarterly review meeting, to conduct performance assessment and feedback the results with six aspects, such as correction of SNGJ coal co., LTD performance management system optimization. Finally, this article in view of the performance management system to implement the required supporting measures, from the organizational leadership, institutional Settings, clear responsibility and information system construction and four aspects put forward relevant policy Suggestions.Based on the strategic direction, using the balanced scorecard to SNGJ coal co., performance management system optimization research, realize the goal of enterprise strategy and performance management together. Research of this paper to solve the common problems in the enterprise performance management system, using the balanced scorecard to build enterprise strategic performance management plan, effective performance management provides the instance reference etc., have certain reference significance.
