The current mobile Internet market environment is more and more complex, the mobile Internet products using the technology and provide functional homogenization problem is serious, more and more mobile Internet products for customers to choose, along with the popularization of mobile Internet applications, at the same time,more and more customers not only focus on product functional utility, but also pay more attention to the user experience of products, therefore, the stages of mobile Internet product’s design, development, operation and so on, into the "user centric" concept, pay attention to the personalized needs of customers and the user experience, is gradually becoming the key to increase product core competitiveness of enterprises.With the arrival of the era of mobile Internet, The focus of the work of telecom enterprise is gradually from voice business to flow management, mobile value-added business is the main business flow management era, and enhance the value-added service user experience is the key to the business development, but also is the key to survival and development of telecom enterprises in the mobile Internet era, excellent product users experience can bring a large number of users and high economic benefit for the enterprise,it is the most important foundation to win customers. Telecom enterprise need to learn from the outstanding Internet enterprises, study and research aspects in user behavior, user demand survey, as well as the product visual design, interaction design, user experience improve working methods and experience; at the same time, the concerns of telecom enterprise and mobile Internet business is different, in addition to the use of links, value-added telecom business but also pay attention to the user experience of user contact link in the whole life cycle of using products, like accept, billing, experience perception network, channel promotion, etc.,the related links of telecom product’s user experience relates is more than the general mobile Internet products.In the mobile Internet era the fierce competition in the market environment, product user experience and good quality is the source of the user development, telecom enterprise have to face not only the traditional industries competitors, but also face many mobile Internet business competition, therefore, the era of mobile Internet business development must focus on user experience and the quality of the products, in order to realize the guiding ideology of "the user as the root, the service for this", truly achieve the customer trust, for products to win the living space.This paper briefly explains the background and the importance of improving work of telecom enterprise of mobile data value-added service quality of user experience, focus on the analysis of the theory of UCD mobile data value-added services the user experience quality improvement and management based on the idea, according to the analysis of specific business needs and research results, provide solution design about the user experience quality improvement and management, and taking a Province as a case, organizing the implementation of the work increment service product user UCD system construction based on the quality of experience, and achieved good results, for the mobile data increment service user experience for quality improvement research, can provide a new research method and case reference.
