Performance appraisal is an important part of the human resource management inmodern enterprises. On the one hand, it is closely linked with the development of enterprisesand it also affects the overall performance, competitiveness as well as future developmentplans. On the other hand, it is closely related to employee benefits and it also affects the salarydistribution and promotion mechanism. Investigation about the performance appraisalmethods is also the focus of many research experts. With the continuous improvement of theperformance appraisal system, the performance evaluation methods emerge in an endlessstream, especially the performance evaluation methods based on the quantitative appraisal andqualitative analysis will be increasingly recognized by leadership. Research staff is the typicalknowledge worker and has some notable features of the knowledge worker. So how toeffectively manage the research staff has become the focus in the human resourcemanagement. According to the research staff features and the performance appraisal standards,this paper builds the performance appraisal index system and then applies the fuzzycomprehensive evaluation to ensure the performance appraisal fairness.The paper uses a case to study. In the context of the restructuring about the militaryresearch institutes, the paper explores the challenges after restructuring and then offers themain idea. The idea is how to build a performance appraisal program of the research staff toimprove their enthusiasm and execution. According to the investigation about W ResearchInstitute, the paper excavates some questions about W Research Institute, and then builds aperformance appraisal index system. The paper applies the fuzzy comprehensive evaluation tocompute the final result about the performance appraisal. The result of the performanceappraisal is applied to promotion and salary distribution to motivate the research staff.From the case study, we can show that the fuzzy comprehensive evaluation is moreobjective and it offers the scientific evidences to the performance appraisal about the researchstaff. So the performance appraisal program of W Research Institute has certain significanceto the military research institutes.
