The institutional mechanism reform within our public institutions is moving intothe difficult area, while our country’s economic system stepping into a new advancedcomprehensive situation after the18th third plenary session. At present, the policyenvironment and marketing competition conditions for the enterprise transformationof Architectural Design Institute are under profound changes. There are manychanges happened to its traditional enterprise characteristic and development strategyduring the preliminary stage of her transformation. It has become an importantresearch contents for the enterprise strategy management to adjust its developmentstrategy according to the environment changes, to adapt itself to the marketcompetition and policy adjustment, to realize the sustainable development ofArchitectural Design Institute and Consulting Firm which has its traditional businessentity property.The study object of this paper is Changchun High-tech Architectural DesignInstitute co. Ltd which restructured from a traditional public institution enterprise to ajoint-stock company in2011with the approval of Changchun High-tech developmentzone State-owned Assets Supervision and Administration Commission. Before that, itwas responsible for its own revenue and expenditure. After restructured, Zhongyuaninternational project co. Ltd and Changchun high-tech products development centeroffice became its two stockholders. The new company here grows up to a survey anddesign share company with more comprehensive abilities. It changed its social role toget more development opportunity by itself through the way of market competitivebut not supporting from government like before. At present, many problems causedby reformation are still existed such as less market share, weak core competitiveness,main business were not popularized yet and enterprise culture were not established.The company at present already finished its shareholding revise, replacement of roles and more difficult problems with three years transition and adjustment. It also beganits smooth daily operation step by step and its urgent needs is to specify its furtherdevelopment strategy, to expand more market, to improve teamwork and corecompetition. Therefore, the most important thing for the company now is to specifyits macroscopic development direction, to establish a joined force and try to achievethe final development goal of our company.As main research purpose for the replanting and implementing of developmentstrategy during the process of conversion and transformation to High-techArchitectural Design Institute Changchun, this paper present analysis and evaluationon the current development and operation situation of the company. It also conduct athoroughly investigate on those problems and causes during the process of enterprisetransformation, and make a comprehensive evaluation on both external and internalenvironment for the overall design consulting industry with the research object. Togive a comprehensive evaluation and analysis on company’s strengths, weaknesses,opportunities and threats through the way of ‘SWOT’ and summarize the generalrules during the transformation of architectural design enterprises. In order to providean operational and adaptable development strategy for High-tech ArchitecturalDesign Institute Changchun, with a research idea on competition, strategy and trend’,it focus on the actual particular operation environment and determine the basicdevelopment strategy by the idea of ‘communication and cooperation throughoutinternal and external.
