Human resource is the first resource. Scientific innovation of researchers drive force for the progress of science and technology. Human resource is one of important factors in decision research level. In recent years, the nationalministries attach great importance to cultivate the innovation ability of scientific research team, through introduced preferential policies, provide scientific research start funds, and strengthen the construction of scientific research personnel. In order to attract and retain talents, the universities and institutes are extremely concerned about staff incentive problem research.For A institute directly under the ministry of agriculture, Leadership and personnel department apply for funds through various channels to raise talents, and create good environment for talent development. In this paper, I select researchers in A unit as the objects. The paper introduces the performance evaluation and talent incentive methods and measures in A institute, thus analyses and reviews relevant incentive literatures at home and abroad. This paper puts forward existing problems in the incentive status, which include performance management, inspection appraisal, professional titles evaluation, and scientific research team construction etc, through questionnaire the statistical analysis and case interview method. Finally,This paper puts forward the countermeasures and suggestions to improve the incentive problems in A institute.In a word, The study of staff incentive problems in scientific research units is of great importance in establishing scientific and efficient talent incentive mechanism and performance evaluation system, promoting fair competition, improving resource utilization and contribution rate of scientific progress and promoting transformation of scientific achievements.
